From Shenzhen to Avilés, cargo moves out of Shenzhen's Yantian and Shekou terminals, crosses a Suez corridor that Mediterranean services are using again more than any other Asia–Europe lane, and is discharged at the port of Avilés.

Spain wants the producer on the RII-PYA register, with its number on the invoice. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.

What we need to start

  • Yantian / Shekou export
  • Typhoon season Jun–Oct
  • Spanish-language safety information
  • Consignee EORI
  • EU declaration of conformity

Route profile

How Shenzhen → Avilés differs from other lanes

Origin port

Shenzhen (Yantian / Shekou)

Pearl River Delta battery cargo, often stuffed at factories in Dongguan or Huizhou, exported through Yantian or Shekou, with a typhoon season from June to October.

Sea corridor

Asia – Mediterranean via Suez

Mediterranean services are the ones most likely to use Suez again (57% in September 2026), which puts the cargo back through Bab el-Mandeb, rated a SUBSTANTIAL threat.

Where this route gets difficult

5 points to plan for on the Shenzhen → Avilés route

They run from the Shenzhen terminal through the voyage to Avilés and the Spain import file.

  1. Origin port

Packaging certificates are now visible to both customs and MSA

Much of Shenzhen's battery cargo is made in Dongguan, home to more than 500 battery firms. In September 2026 Dongguan Customs and Dongguan MSA began sharing dangerous-goods packaging certificate data, described as a first in China, and committed to joint action against concealed and false declarations. The one-box route to Yantian, which had moved 409 containers by then, rests on that same record.

What Anxin does: We compare the packaging certificate with the MSA cargo report (UN number, packaging code, number of packages) before either goes in, so the shared data shows no gap.

  2. Sea corridor

EU emissions trading now covers the whole inbound voyage share

Ships of 5,000 GT and above calling at EU ports, Avilés included, are in the EU Emissions Trading System: 50% of the emissions of a voyage from China are covered, and the share of emissions for which lines must surrender allowances rises from 70% (for 2025 emissions) to 100% from 2027. Carriers can pass that cost on as a surcharge.

What Anxin does: We ask for the emissions surcharge to be shown as its own line in the quote, with the basis the carrier uses, so that successive quotes can be compared like for like.

  3. Import country

Spain's battery register and the number on invoices

Spain's industry ministry runs the RII-PYA battery register, and every battery importer must be registered and declared as a producer there, either through a collective scheme filing for its members or directly online with an electronic signature or Cl@ve. The register number issued has to appear on the producer's invoices.

What Anxin does: We ask the Spanish importer for its RII-PYA number and whether its SCRAP filed the registration, then carry the number on the documents we prepare for Avilés.

  4. Import country

The ICS2 entry summary is due before loading in Shenzhen

For Avilés, EU security pre-filing happens at the other end of the voyage: the ICS2 entry summary must reach the system 24 hours before the container is loaded in Shenzhen. No filing means no loading, and a missing EORI number is enough to reject it.

What Anxin does: We collect the consignee's EORI number, an HS-level goods description and the house-bill parties at booking, and make sure the party filing the ENS has them before the Shenzhen cut-off.

  5. Import country

Safety documentation for stationary storage systems

Since 18 August 2024 a stationary battery energy storage system placed on the EU market must be safe in normal operation, and its technical documentation must show testing against the Annex V safety parameters, from thermal shock and short-circuit protection to over-discharge and thermal propagation. Buyers of ESS cabinets in Spain increasingly ask for that file before delivery.

What Anxin does: For ESS cabinets and racks bound for Spain we ask the manufacturer to confirm that the Annex V test documentation exists before booking and note the answer in the shipment file.

Documents & compliance

Documents to line up for Shenzhen → Avilés

Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

At the Shenzhen end

  • Confirmation from the carrier of the DG cut-off at Yantian or Shekou, rechecked in typhoon weeks
  • EU declaration of conformity and CE marking photo from the manufacturer
  • Importer name, trade name and postal address printed on battery or packaging
  • Annex V safety documentation confirmed for stationary storage systems
  • Substance declaration covering mercury, cadmium and lead limits

For the carrier and the voyage

  • Routing (Red Sea or Cape) and any war-risk surcharge stated on the booking
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)
  • Lithium battery mark (SP188 cargo) or class 9 labels and placards

At the Spain end

  • RII-PYA registration number of the Spanish producer
  • Label and QR-code status against the August 2026 and February 2027 dates
  • Instructions and safety information in the language Spain requires

Before you book

Match the details first

We line up UN numbers, model names and package counts across the Shenzhen filings, the booking with the carrier and the documents for Spain before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Avilés.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Questions about shipping from Shenzhen to Avilés

24 hours before the container is loaded in China, not before it reaches Avilés. Without it carriers do not load the box, and a filing without an EORI number is rejected.

Often: in September 2026, 57% of Asia–Mediterranean services used the Red Sea routing. Bab el-Mandeb was rated a SUBSTANTIAL threat by the JMIC on 24 September 2026, so we confirm each service's routing before booking.

Since September 2026 Dongguan Customs and Dongguan MSA share dangerous-goods packaging certificate data and act jointly against false declarations, so the packaging certificate and the MSA filing should match exactly.
