Where this route gets difficult

5 points to plan for on the Shenzhen → Kobe route

Listed from loading in Shenzhen to import into Japan, each with what we do about it.

  1. Origin port

    Typhoon season squeezes Shenzhen cut-offs

    The Hong Kong Observatory puts the regional tropical cyclone season from June to October, busiest July to September. DG containers need their MSA filings approved and a signed packing certificate before loading, so a closed gate or a rolled vessel in typhoon weeks can push the whole document chain to a new sailing.

    What Anxin does: From June to October we build slack into the stuffing date, confirm the DG cut-off with the carrier the week before loading, and resubmit filings promptly if the vessel changes.

  2. Origin port

    Dongguan's packaging certificate data is shared

    Dongguan, home to more than 500 battery companies, supplies much of the cargo leaving Shenzhen. Since September 2026 Dongguan Customs and Dongguan MSA share dangerous-goods packaging certificate data, described as a first in China, and act jointly against concealed and false declarations; the one-box route to Yantian, 409 containers by then, relies on the same record.

    What Anxin does: We compare the packaging certificate with the MSA cargo report (UN number, packaging code, number of packages) before either goes in, so the shared data shows no gap.

  3. Sea corridor

    North-east monsoon in the Taiwan Strait

    Routes that use the Taiwan Strait meet its funnel-effect winds, 1–2 Beaufort levels stronger than outside; in winter and spring the north-east monsoon brings force 7 or more on about two-thirds of days.

    What Anxin does: From October to April we apply the CINS blocking and bracing checks strictly on stuffing photos.

  4. Import country

    Typhoon Jebi flooded the Hanshin container terminals

    In Typhoon Jebi in 2018, Kobe and Osaka both recorded their highest tide levels, terminals flooded and containers were washed out to sea. Yards and power supplies at the container terminals have since been raised, but a typhoon warning still stops work at Kobe.

    What Anxin does: In typhoon season we plan collection from Kobe promptly after discharge, so the batteries do not sit in the yard while a storm approaches.

  5. Import country

    Port captain's directions for dangerous goods

    Under Japan's Port Regulations Act a ship carrying dangerous goods of the categories MLIT lists must seek the port captain's directions outside the port limits before entering a specified port such as Kobe, anchor or moor where the captain says, and get permission to load, transship or unload them. The ship's side needs accurate DG data well before arrival.

    What Anxin does: We confirm the DG class, UN number and quantities on the carrier's manifest before sailing, so the ship's agent has what it needs for the port captain.

Questions about shipping from Shenzhen to Kobe

The Japanese business that imports them. It notifies METI within 30 days of starting the business, inspects the batteries and applies the PSE mark with its name; a customs agent alone does not count.

Typhoons occur all year in the western North Pacific, but most in August and September: the Japan Meteorological Agency's 1991–2020 averages are 5.7 and 5.0 typhoons in those months.

Since September 2026 Dongguan Customs and Dongguan MSA share dangerous-goods packaging certificate data and act jointly against false declarations, so the packaging certificate and the MSA filing should match exactly.
