Where this route gets difficult
They run from the Qingdao terminal through the voyage to Paradip and the India import file.
ESS units loading at Qingdao fall under a Shandong MSA waterway safe-transport guide written for lithium battery energy storage systems at the province's coastal ports, so preparation should follow that guide alongside the IMDG Code.
What Anxin does: For ESS cargo we review the unit's packing and securing plan against the Shandong guide with the packing site before booking.
Qingdao MSA's 'one-document, one-box' pilot has since November 2024 covered water-to-water transhipment of lithium batteries and other 'new three' cargo between Dagang and Qianwan, with one outbound cargo report and no more than one packing inspection within the pilot ports. In the launch case, three cargo and three ship reports became one cargo and two ship reports.
What Anxin does: If your cargo is stuffed at a Dagang yard or reaches Qianwan by water, we check at booking whether it qualifies for the pilot and file once, so the box is not reopened between terminals.
Colombo is the main transhipment hub for Indian cargo: 8.29 million TEU in 2025, about 81% transhipment, around 45% of it India-linked. For Paradip, a relay there means a second vessel whose DG acceptance matters as much as the first.
What Anxin does: We ask the carrier at booking whether the service to Paradip relays in Colombo or elsewhere, and check that the DG acceptance covers the feeder leg too.
India's Battery Waste Management Rules 2022 treat importers as producers. The importer of batteries through Paradip must register with the CPCB and meet its extended producer responsibility obligations before selling them.
What Anxin does: At quotation we ask the importer for its CPCB producer registration, so the EPR point is settled before the first shipment.
Indian customs expect the Bill of Entry by the end of the day before the vessel arrives at Paradip; it can be filed up to 30 days ahead, and late filing attracts charges. The BIS and DG details must be ready by then.
What Anxin does: We send the importer's broker the invoice, packing list and BIS details as soon as the ship sails from Qingdao, so the Bill of Entry can be filed early.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Qingdao export filings, the carrier booking and the India import papers. We compare all three before confirming space.
