This route runs out of Qingdao on the Yellow Sea, where April to July is fog season, then follows a corridor across the Indian Ocean; at the far end is the port of Kamarajar.
India adds BIS registration for lithium cells and batteries, checked online by customs. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
Qianwan exports from Shandong, where Qingdao MSA's one-document pilot cuts repeat filings for cargo moved between terminals by water.
An Indian Ocean route: rough south-west monsoon seas from June to September and cyclone windows in April-May and October-December.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Kamarajar and at customs in India.
Qingdao MSA's 'one-document, one-box' pilot has since November 2024 covered water-to-water transhipment of lithium batteries and other 'new three' cargo between Dagang and Qianwan, with one outbound cargo report and no more than one packing inspection within the pilot ports. In the launch case, three cargo and three ship reports became one cargo and two ship reports.
What Anxin does: If your cargo is stuffed at a Dagang yard or reaches Qianwan by water, we check at booking whether it qualifies for the pilot and file once, so the box is not reopened between terminals.
The China Meteorological Administration describes sea fog as one of the major marine hazards of the Yellow and Bohai Seas, with the season mainly from April to July and a serious effect on sea transport. Fog holds at Qingdao can move a battery box to another vessel, and the DG filings have to move with it.
What Anxin does: In fog season we leave slack between stuffing and the DG cut-off at Qianwan and keep the cargo report ready to amend quickly if the vessel changes.
The India Meteorological Department recognises two cyclone seasons in the North Indian Ocean, April to May and, the main one, October to December. A storm near Kamarajar closes the port or holds ships at anchor, and the arrival slips accordingly.
What Anxin does: For sailings in those months we plan delivery with slack at Kamarajar and confirm the carrier's revised arrival before booking onward transport.
Under Section 46 of the Customs Act, the Bill of Entry for Kamarajar must be filed by the end of the day before arrival, and can go in 30 days ahead. Late filing means charges, so documents from Qingdao need to reach the broker early.
What Anxin does: We send the importer's broker the invoice, packing list and BIS details as soon as the ship sails from Qingdao, so the Bill of Entry can be filed early.
The India Meteorological Department describes October to December as Tamil Nadu's main rainy season, with onset around 20 October and nearly half the state's annual rainfall. Heavy rain at Kamarajar slows cargo work and inland trucking.
What Anxin does: For arrivals at Kamarajar in the north-east monsoon we tell the consignee to expect rain delays and keep documents filed early.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Qingdao filings, the carrier booking and the India import file. We check the three against each other before the booking is confirmed.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Duplicate filing or reopening between Qingdao terminals | Dagang → Qianwan | Pilot eligibility checked at booking; single cargo report | Anxin with the declarant |
| Fog hold forces a vessel change after filing | Qingdao, Apr–Jul | Slack in schedule; amendment-ready filing | Anxin with the declarant |
| Cyclone closes the port or delays arrival | North Indian Ocean, Apr–May and Oct–Dec | Slack in delivery plan | Carrier / consignee |
| Late Bill of Entry charges | Indian port of discharge | Documents sent at sailing | Importer's broker |
Questions
By the end of the day before the vessel arrives; it may be filed up to 30 days in advance.
The India Meteorological Department describes two North Indian Ocean seasons, April–May and October–December, the latter being the main one.
Under Qingdao MSA's 'one-document, one-box' pilot (since November 2024), water-to-water transhipment between Dagang and Qianwan needs one outbound cargo report and at most one packing inspection. We confirm eligibility at booking.
