This route runs out of Qingdao on the Yellow Sea, where April to July is fog season, then follows the Malacca Strait and then the Indian Ocean; at the far end is the port of Chennai.
India adds BIS registration for lithium cells and batteries, checked online by customs. Below are 6 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
Qianwan exports from Shandong, where Qingdao MSA's one-document pilot cuts repeat filings for cargo moved between terminals by water.
An Indian Ocean route: rough south-west monsoon seas from June to September and cyclone windows in April-May and October-December.

Where this route gets difficult
Loading port first, then the sea leg, then Chennai and the India market.
Shandong MSA has issued a waterway safe-transport guide specifically for lithium battery energy storage systems at Shandong coastal ports, so ESS units shipped from Qingdao should be prepared with that provincial guide in mind as well as the IMDG Code.
What Anxin does: For ESS cargo we review the unit's packing and securing plan against the Shandong guide with the packing site before booking.
The China Meteorological Administration describes sea fog as one of the major marine hazards of the Yellow and Bohai Seas, with the season mainly from April to July and a serious effect on sea transport. Fog holds at Qingdao can move a battery box to another vessel, and the DG filings have to move with it.
What Anxin does: In fog season we leave slack between stuffing and the DG cut-off at Qianwan and keep the cargo report ready to amend quickly if the vessel changes.
From June to September the south-west monsoon brings rough seas to the Arabian Sea and the Bay of Bengal. A container heading for Chennai in those months meets heavy rolling, which loosens a poorly braced load.
What Anxin does: In monsoon months we check blocking and bracing strictly on stuffing photos before sealing.
India's Battery Waste Management Rules 2022 treat importers as producers. The importer of batteries through Chennai must register with the CPCB and meet its extended producer responsibility obligations before selling them.
What Anxin does: At quotation we ask the importer for its CPCB producer registration, so the EPR point is settled before the first shipment.
The India Meteorological Department describes October to December as Tamil Nadu's main rainy season, with onset around 20 October and nearly half the state's annual rainfall. Heavy rain at Chennai slows cargo work and inland trucking.
What Anxin does: For arrivals at Chennai in the north-east monsoon we tell the consignee to expect rain delays and keep documents filed early.
India requires lithium-ion cells and batteries to be registered under BIS's CRS (IS 16046 Part 2) before import. The registration number is declared in the Bill of Entry, so a missing or wrong number stops the container at Chennai.
What Anxin does: Before booking we ask for the manufacturer's BIS R-number and check that it covers the models and factory named in the shipment.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Qingdao export filings, the carrier booking and the India import papers. We compare all three before confirming space.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Fog hold forces a vessel change after filing | Qingdao, Apr–Jul | Slack in schedule; amendment-ready filing | Anxin with the declarant |
Questions
By the end of the day before the vessel arrives; it may be filed up to 30 days in advance.
Often, yes. Colombo is the main relay for Indian cargo, so we ask the carrier where the service relays and check that the feeder accepts the batteries too.
Mainly April to July, according to the China Meteorological Administration, which calls sea fog a major hazard for Yellow Sea transport.
