South & Southeast Asia · sea freight from Xiamen
Xiamen to Chan May
South China Sea
From Xiamen to Chan May, cargo moves from Fujian's battery makers through Xiamen port, crosses a Southeast Asian sea passage with no canal on the way, and is discharged at the port of Chan May.
On the Vietnamese side the manifest deadline is short and importers carry an EPR obligation for batteries. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
Fujian's battery gateway, handling more than 90% of the province's lithium battery exports, with 10-minute online packaging appraisal for compliant products and the Taiwan Strait's winter monsoon on the doorstep.
No canal on this route, but two seasons to plan around: typhoons in summer and autumn and the north-east monsoon from November to March.

Where this route gets difficult
They run from the Xiamen terminal through the voyage to Chan May and the Vietnam import file.
Xiamen's energy-storage transport guide 2.0 (August 2026) notes that some ESS containers sail on multipurpose ships and calls for a pre-voyage meeting with the terminal and lashing contractors. It names the terminals qualified for class 9: Xiamen Hyundai terminal, Yuanhai Tongda, and Haixiang berths 7–8.
What Anxin does: For ESS units we confirm early whether the carrier offers container-ship or multipurpose carriage, which qualified terminal is used, and who attends the pre-voyage meeting.
Xiamen Customs now issues the packaging use-appraisal certificate for lithium batteries through the single window after automatic pre-review matching: about 10 minutes in the case reported in August 2026, against roughly half a day for the old on-site inspection. The fast path is only for products that pass pre-review as compliant and valid; anything that does not match goes back to inspection.
What Anxin does: We check the product data, UN38.3 summary and packaging codes against the application before it is submitted, so the certificate comes through pre-review rather than falling back to an on-site check.
Western North Pacific typhoons average 25.1 a year (JMA, 1991-2020), with August and September the busiest months. For Chan May the risk is less the sea passage than a port closure in Xiamen or on arrival, which moves the box and its DG declaration to a later ship.
What Anxin does: In typhoon months we check the carrier's DG acceptance for the next two vessels as well, so a rolled container can be refiled quickly rather than rebooked from scratch.
Since 15 August 2025, Decree 167/2025 requires the e-manifest, bill of lading data and dangerous goods declaration to reach Vietnam Customs 12 hours before the ship arrives when the voyage is shorter than five days, or 24 hours before on longer voyages. From Xiamen the short limit usually applies, so the DG data must be final at booking.
What Anxin does: We send the carrier the full DG description with the booking, so the Vietnamese filing can go in on time without corrections.
Lithium batteries for mobile phones, tablets and laptops fall under Vietnam's QCVN 101. Before sale, the importer must register them for state quality inspection, test them and declare conformity, so a consignment for Chan May can wait in the port until that is done.
What Anxin does: For consumer batteries we ask the importer to start the QCVN 101 registration before the goods leave Xiamen, using test data from the manufacturer.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

We line up UN numbers, model names and package counts across the Xiamen filings, the booking with the carrier and the documents for Vietnam before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Chan May.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| ESS unit arrives at a terminal without class 9 qualification | Xiamen port | Qualified terminal confirmed at booking | Anxin with the carrier |
| Application fails pre-review and falls back to on-site inspection | Xiamen Customs | Data checked against the application first | Anxin with the manufacturer |
| Typhoon closes a port; the box moves to a later vessel | Southeast Asian ports, Jul-Oct | Back-up vessel with DG acceptance; prompt refiling | Anxin with the carrier |
| Container held for a late or corrected DG declaration | Vietnamese port of discharge | DG data final at booking | Carrier, with data from Anxin |
Questions
They fall under QCVN 101: quality-inspection registration, testing and a declaration of conformity before sale.
It waits or moves to the next vessel. The dangerous goods declaration has to be refiled for that vessel, which is why we check DG acceptance for a back-up sailing in typhoon months.
Yes. Xiamen MSA reported 104 ESS containers of 36 tonnes each loaded for Houston in June 2026. Xiamen's ESS guide 2.0 requires a pre-voyage meeting and use of a class 9 qualified terminal.
