From Xiamen to Utqiagvik, cargo moves through Xiamen, the port for more than 90% of Fujian's lithium battery exports, crosses a North Pacific crossing with no chokepoint but real winter-storm exposure, and is discharged at the port of Utqiagvik.

Utqiagvik means US customs filings that are due while the container is still in Xiamen, and a supply chain CBP may ask to see. This page sets out 6 points specific to this route, how Anxin handles each one and which documents to prepare.

What we need to start

  • Xiamen export
  • Online packaging appraisal
  • HTS code 8507.60

Route profile

How Xiamen → Utqiagvik differs from other lanes

Origin port

Xiamen (Haicang / Songyu)

Fujian's battery gateway, handling more than 90% of the province's lithium battery exports, with 10-minute online packaging appraisal for compliant products and the Taiwan Strait's winter monsoon on the doorstep.

Import country

United States

From ISF and AMS in China to a monitored emergency number on the US truck leg, with Section 301 and UFLPA shaping what arrives.

Where this route gets difficult

Where Xiamen → Utqiagvik shipments get held up: 6 points

Listed from loading in Xiamen to import into United States, each with what we do about it.

  1. Origin port

Energy-storage units may go on multipurpose ships

Xiamen's energy-storage transport guide 2.0 (August 2026) notes that some ESS containers are carried on multipurpose ships and requires a pre-voyage meeting with the terminal and lashing parties. It also lists the terminals with class 9 qualification: Xiamen Hyundai terminal, Yuanhai Tongda, and Haixiang berths 7–8.

What Anxin does: For ESS units we confirm early whether the carrier offers container-ship or multipurpose carriage, which qualified terminal is used, and who attends the pre-voyage meeting.

  2. Origin port

Xiamen MSA's 'one ship, one plan' for large battery cargo

Xiamen MSA offers pre-review of key DG documents, a pre-loading meeting at which ship, cargo owner, terminal and agent agree deck stowage and emergency measures, and a 'one ship, one plan' checklist from gate-in to sailing. In June 2026 it reported 104 energy-storage containers of 36 tonnes each loaded for Houston on a multipurpose ship.

What Anxin does: We send the key documents for pre-review before the formal filing and bring the stowage and emergency details the meeting will ask for.

  3. Sea corridor

Hurricane-force winter storms, October to April

NOAA's Ocean Prediction Center has recorded hurricane-force winds (64 knots or more) in mid-latitude North Pacific storms in every month from October to April, most often in December, with 15 to 23 such storms a season in its 2001–2004 study. These are not tropical systems, so they arrive outside typhoon season.

What Anxin does: For October–April sailings we check blocking and bracing on stuffing photos before sealing and confirm the full DG data are on the manifest.

  4. Import country

Which 8507.60 line decides the Section 301 duty

For lithium-ion batteries entered from 1 January 2026 USTR set the Section 301 additional duty on HTSUS 8507.60.0020 (the non-EV line) at 25%, the level EV batteries under 8507.60.0010 reached in 2024. Other China-specific duties can be added and change at short notice, so the classification and the entry date both move the landed cost at Utqiagvik.

What Anxin does: We do not give duty rulings. We make sure the invoice describes chemistry, configuration and application precisely enough for the importer's customs broker to classify it, and we flag the entry date when a vessel's arrival could straddle a duty change.

  5. Import country

Unentered battery containers go to General Order after 15 days

A container landed at Utqiagvik without a release permit may stay at the terminal only until the 15th calendar day. The carrier must then notify CBP and a bonded general order warehouse, which moves and stores the goods at the consignee's risk and expense (19 CFR 4.37). Not every general order warehouse can take Class 9 battery cargo, and where specialized storage is missing the port director decides where it goes.

What Anxin does: We check with the importer's broker that the entry can be filed before arrival at Utqiagvik, and chase any missing invoice or HTS detail while the ship is still at sea.

  6. Import country

Button and coin cells: Reese's Law

Consumer products containing button or coin cells manufactured or imported after 19 March 2024 must meet the UL 4200A-2023 performance and warning-label rules adopted as 16 CFR part 1263, and battery packaging labels have been mandatory since 21 September 2024. The importer also needs a certificate citing the rule.

What Anxin does: When a shipment for Utqiagvik includes products with button or coin cells, we ask for the certificate and photos of the battery compartment warnings before booking.

Documents & compliance

Documents to line up for Xiamen → Utqiagvik

Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

Before loading in Xiamen

  • For ESS: carriage type (container ship or multipurpose), class 9 terminal and pre-voyage meeting confirmed
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • 'Made in China' marking on articles or containers checked on photos
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report

Carrier and voyage

  • Stuffing photos before, during and after packing, checked for blocking and bracing
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)
  • Lithium battery mark (SP188 cargo) or class 9 labels and placards

For the importer in United States

  • HTSUS classification from the broker (8507.60.0010 vs .0020 decides the Section 301 line)
  • Importer of record and the licensed customs broker who will file the entry
  • ISF filer named; stuffing location and consolidator sent right after packing

Match the details first

We line up UN numbers, model names and package counts across the Xiamen filings, the booking with the carrier and the documents for United States before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Utqiagvik.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Xiamen → Utqiagvik: questions we are asked

Yes. Under 49 CFR 171.25(b)(3), SP188 packages of UN3480 or UN3090 need the 'FORBIDDEN FOR TRANSPORT ABOARD PASSENGER AIRCRAFT' marking or a Cargo Aircraft Only label, and so do packages of batteries packed with or contained in equipment above 5 kg net. We check for it on carton photos before stuffing.

Weather is the main risk on this crossing: NOAA recorded hurricane-force North Pacific storms from October to April, most often in December. We tighten the packing checks for those sailings.

Yes. Xiamen MSA reported 104 ESS containers of 36 tonnes each loaded for Houston in June 2026. Xiamen's ESS guide 2.0 requires a pre-voyage meeting and use of a class 9 qualified terminal.
