5 pain points from Xiamen to Texas City

They run from the Xiamen terminal through the voyage to Texas City and the United States import file.

  1. Origin port

    Xiamen's 10-minute packaging appraisal only works for clean data

    Xiamen Customs now issues the packaging use-appraisal certificate for lithium batteries through the single window after automatic pre-review matching: about 10 minutes in the case reported in August 2026, against roughly half a day for the old on-site inspection. The fast path is only for products that pass pre-review as compliant and valid; anything that does not match goes back to inspection.

    What Anxin does: We check the product data, UN38.3 summary and packaging codes against the application before it is submitted, so the certificate comes through pre-review rather than falling back to an on-site check.

  2. Origin port

    The Taiwan Strait's winter monsoon starts at the port

    Ships leaving Xiamen enter the Taiwan Strait straight away. A Chinese government weather account notes that the strait's funnel effect makes winds 1–2 Beaufort levels stronger than outside it, and that the winter and spring north-east monsoon brings force 7 or stronger winds on about two-thirds of days. Container ships are advised to secure lashing.

    What Anxin does: From October to April we apply the CINS blocking and bracing checks strictly on stuffing photos before sealing.

  3. Sea corridor

    Panama's draft limit depends on the lake

    The Panama Canal Authority sets the maximum draft in the Neopanamax locks according to Gatun Lake levels. In September 2026 it postponed a planned cut from 14.63 m to 14.48 m that was due on 1 October (advisory A-33-2026). A lower limit means ships transiting the new locks can load less.

    What Anxin does: We check the canal advisory in force when we quote for Texas City and ask carriers to confirm that the booked vessel's routing and any canal surcharge will not change before sailing.

  4. Import country

    Product defects must be reported to CPSC within 24 hours

    US importers, like manufacturers and retailers, must tell CPSC within 24 hours once they have information reasonably suggesting that a consumer product fails a safety rule or has a defect that could create a substantial hazard. Battery overheating reports from customers can trigger that duty, and CPSC expects any investigation to take no more than about 10 working days.

    What Anxin does: We keep the manufacturer's batch records, UN 38.3 summaries and packing photos for each shipment to Texas City, so the importer can answer CPSC questions quickly.

  5. Import country

    Where the lithium came from: UFLPA questions at entry

    Since August 2025 lithium has been a high-priority sector under the Uyghur Forced Labor Prevention Act, and CBP had by then stopped more than 16,700 shipments for UFLPA review. A container for Texas City can be held while the importer shows where the cells, cathode material and lithium compounds were sourced.

    What Anxin does: We tell the importer at quotation stage that supply-chain tracing may be requested, and keep manufacturer names and addresses consistent across invoice, packing list and ISF so the paper trail does not contradict itself.
