Lithium batteries for San Francisco go through Xiamen, the port for more than 90% of Fujian's lithium battery exports. On the way they face a North Pacific corridor with no canal or chokepoint, and they arrive at the port of San Francisco.

The United States applies Section 301 and UFLPA scrutiny to Chinese lithium batteries and wants its manifest data before loading. The 6 points below are particular to this lane; each comes with what we do and the paperwork it touches.

What we need to start

  • Online packaging appraisal
  • Taiwan Strait monsoon Oct–Apr
  • Supply-chain tracing file
  • HTS code 8507.60
  • ISF filer

Route profile

The Xiamen → San Francisco route in brief

Origin port

Xiamen (Haicang / Songyu)

Fujian's battery gateway, handling more than 90% of the province's lithium battery exports, with 10-minute online packaging appraisal for compliant products and the Taiwan Strait's winter monsoon on the doorstep.

Sea corridor

Transpacific (North Pacific)

A great-circle route across the North Pacific, exposed to hurricane-force winter storms from October to April.

Where this route gets difficult

6 points to plan for on the Xiamen → San Francisco route

In the order the cargo meets them: at the loading port, at sea, at San Francisco and at customs in United States.

  1. Origin port

Xiamen's 10-minute packaging appraisal only works for clean data

Xiamen Customs now issues the packaging use-appraisal certificate for lithium batteries through the single window after automatic pre-review matching: about 10 minutes in the case reported in August 2026, against roughly half a day for the old on-site inspection. The fast path is only for products that pass pre-review as compliant and valid; anything that does not match goes back to inspection.

What Anxin does: We check the product data, UN38.3 summary and packaging codes against the application before it is submitted, so the certificate comes through pre-review rather than falling back to an on-site check.

  2. Origin port

Xiamen MSA's 'one ship, one plan' for large battery cargo

Xiamen MSA offers pre-review of key DG documents, a pre-loading meeting at which ship, cargo owner, terminal and agent agree deck stowage and emergency measures, and a 'one ship, one plan' checklist from gate-in to sailing. In June 2026 it reported 104 energy-storage containers of 36 tonnes each loaded for Houston on a multipurpose ship.

What Anxin does: We send the key documents for pre-review before the formal filing and bring the stowage and emergency details the meeting will ask for.

  3. Sea corridor

Hurricane-force winter storms, October to April

NOAA's Ocean Prediction Center has recorded hurricane-force winds (64 knots or more) in mid-latitude North Pacific storms in every month from October to April, most often in December, with 15 to 23 such storms a season in its 2001–2004 study. These are not tropical systems, so they arrive outside typhoon season.

What Anxin does: For October–April sailings we check blocking and bracing on stuffing photos before sealing and confirm the full DG data are on the manifest.

  4. Import country

The emergency response number has to be answered live

US rules want a numeric emergency response telephone number on the shipping paper for battery cargo that leaves San Francisco by road, monitored for as long as the goods are in transport and answered by a person with the emergency information for UN3480 or UN3090. A call-back service fails the test (49 CFR 172.604); only the IMDG waiver for cargo that never touches a public highway avoids it.

What Anxin does: Before sailing we confirm who provides the 24-hour number for the US leg, usually the importer's emergency response provider, and put it with the contract reference on the DG documents we send to the trucker.

  5. Import country

The carrier's AMS manifest is due 24 hours before loading

Besides the importer's ISF, CBP must receive the carrier's electronic cargo declaration through AMS 24 hours before the container is laden in Xiamen (19 CFR 4.7). CBP does not issue the permit to unlade at San Francisco until it has that declaration, and late, incomplete or inaccurate cargo data can delay or deny it.

What Anxin does: We give the carrier or NVOCC the final cargo description, HS code, UN number and package count before the documentation cut-off in Xiamen, so the AMS filing and the DG manifest say the same thing.

  6. Import country

Brand and chemistry labels on built-in-battery products

California has added battery-embedded products to its electronic-waste program: from 1 January 2026 buyers pay a recycling fee at purchase, and each covered product must show the manufacturer's name or brand and the battery chemistry (or put it on the maker's website), with an annual product notice to CalRecycle and retailers.

What Anxin does: If the goods landing at San Francisco are devices with built-in batteries for sale in California, we ask the brand owner to confirm the chemistry labelling and the CalRecycle notice before shipping.

Documents & compliance

Checklist for Xiamen → San Francisco

These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

In Xiamen, before the box is loaded

  • Packaging appraisal data (product, UN38.3 summary, packaging codes) checked before single-window submission
  • For ESS: carriage type (container ship or multipurpose), class 9 terminal and pre-voyage meeting confirmed
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • 'Made in China' marking on articles or containers checked on photos
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report

Carrier and voyage

  • Stuffing photos before, during and after packing, checked for blocking and bracing
  • Condition statement: new, used, damaged/defective (SP376) or for recycling (SP377)
  • SP188 cartons: US 'forbidden aboard passenger aircraft' marking or CAO label

For import into United States

  • 24-hour emergency response number (and provider reference) for the US road leg
  • Importer of record and the licensed customs broker who will file the entry
  • ISF filer named; stuffing location and consolidator sent right after packing

Before you book

Match the details first

We line up UN numbers, model names and package counts across the Xiamen filings, the booking with the carrier and the documents for United States before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at San Francisco.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Questions about shipping from Xiamen to San Francisco

No. The carrier must also send its cargo declaration through AMS 24 hours before loading, and CBP will not issue the permit to unlade without it.

Weather is the main risk on this crossing: NOAA recorded hurricane-force North Pacific storms from October to April, most often in December. We tighten the packing checks for those sailings.

For products that pass automatic pre-review, Xiamen Customs issues it through the single window; the case reported in August 2026 took about 10 minutes, against about half a day for the old on-site inspection. Products that do not pass pre-review still need inspection.
