This route runs from Fujian's battery makers through Xiamen port, then follows the Pacific, the Panama Canal and the Caribbean; at the far end is the port of Port Arthur.
The US side starts with two filings due before loading and ends with a road leg that must carry a live emergency number. Below are 6 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

Where this route gets difficult
Listed from loading in Xiamen to import into United States, each with what we do about it.
Xiamen's energy-storage transport guide 2.0 (August 2026) notes that some ESS containers are carried on multipurpose ships and requires a pre-voyage meeting with the terminal and lashing parties. It also lists the terminals with class 9 qualification: Xiamen Hyundai terminal, Yuanhai Tongda, and Haixiang berths 7–8.
What Anxin does: For ESS units we confirm early whether the carrier offers container-ship or multipurpose carriage, which qualified terminal is used, and who attends the pre-voyage meeting.
Ships leaving Xiamen enter the Taiwan Strait straight away. A Chinese government weather account notes that the strait's funnel effect makes winds 1–2 Beaufort levels stronger than outside it, and that the winter and spring north-east monsoon brings force 7 or stronger winds on about two-thirds of days. Container ships are advised to secure lashing.
What Anxin does: From October to April we apply the CINS blocking and bracing checks strictly on stuffing photos before sealing.
The Panama Canal Authority sets the maximum draft in the Neopanamax locks according to Gatun Lake levels. In September 2026 it postponed a planned cut from 14.63 m to 14.48 m that was due on 1 October (advisory A-33-2026). A lower limit means ships transiting the new locks can load less.
What Anxin does: We check the canal advisory in force when we quote for Port Arthur and ask carriers to confirm that the booked vessel's routing and any canal surcharge will not change before sailing.
Battery containers held for DG checks or paperwork can run up demurrage and detention at Port Arthur. Under the FMC's billing rule, in force since May 2024, carriers and terminals must invoice within 30 days with accurate, complete information, or the charge is not payable, and the billed party has at least 30 days to ask for a waiver or refund. A 2025 court ruling set aside only the section on who may be billed.
What Anxin does: We keep the dates of discharge, availability and any DG hold for each container, so the importer can check invoices against them and dispute charges inside the FMC time limits.
For lithium-ion batteries entered from 1 January 2026 USTR set the Section 301 additional duty on HTSUS 8507.60.0020 (the non-EV line) at 25%, the level EV batteries under 8507.60.0010 reached in 2024. Other China-specific duties can be added and change at short notice, so the classification and the entry date both move the landed cost at Port Arthur.
What Anxin does: We do not give duty rulings. We make sure the invoice describes chemistry, configuration and application precisely enough for the importer's customs broker to classify it, and we flag the entry date when a vessel's arrival could straddle a duty change.
US customs rules give an unentered container 15 calendar days at the place of unlading. After that the carrier hands it to a bonded general order warehouse, with transport and storage at the consignee's risk and expense, and for DG cargo that needs specialized storage the port director decides where it is kept (19 CFR 4.37).
What Anxin does: We check with the importer's broker that the entry can be filed before arrival at Port Arthur, and chase any missing invoice or HTS detail while the ship is still at sea.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

We line up UN numbers, model names and package counts across the Xiamen filings, the booking with the carrier and the documents for United States before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Port Arthur.

Under 49 CFR 171.25(b)(3), SP188 packages of UN3480 or UN3090 need the 'FORBIDDEN FOR TRANSPORT ABOARD PASSENGER AIRCRAFT' marking or a Cargo Aircraft Only label, and so do packages of batteries packed with or contained in equipment above 5 kg net. We check for it on carton photos before stuffing.

Yes. Xiamen MSA reported 104 ESS containers of 36 tonnes each loaded for Houston in June 2026. Xiamen's ESS guide 2.0 requires a pre-voyage meeting and use of a class 9 qualified terminal.
