6 points to plan for on the Xiamen → Pearl Harbor route

  1. Origin port

    Xiamen's 10-minute packaging appraisal only works for clean data

    Xiamen Customs now issues the packaging use-appraisal certificate for lithium batteries through the single window after automatic pre-review matching: about 10 minutes in the case reported in August 2026, against roughly half a day for the old on-site inspection. The fast path is only for products that pass pre-review as compliant and valid; anything that does not match goes back to inspection.

    What Anxin does: We check the product data, UN38.3 summary and packaging codes against the application before it is submitted, so the certificate comes through pre-review rather than falling back to an on-site check.

  2. Origin port

    Xiamen MSA's 'one ship, one plan' for large battery cargo

    Xiamen MSA offers pre-review of key DG documents, a pre-loading meeting at which ship, cargo owner, terminal and agent agree deck stowage and emergency measures, and a 'one ship, one plan' checklist from gate-in to sailing. In June 2026 it reported 104 energy-storage containers of 36 tonnes each loaded for Houston on a multipurpose ship.

    What Anxin does: We send the key documents for pre-review before the formal filing and bring the stowage and emergency details the meeting will ask for.

  3. Sea corridor

    Winter storms with hurricane-force winds

    NOAA's Ocean Prediction Center found hurricane-force winds (64 knots and above) in North Pacific mid-latitude storms in every month from October to April, peaking in December, with 15 to 23 such storms per season in its 2001–2004 records. They are not typhoons, so they do not follow the tropical calendar.

    What Anxin does: For October–April sailings we check blocking and bracing on stuffing photos before sealing and confirm the full DG data are on the manifest.

  4. Import country

    ISF closes 24 hours before loading in Xiamen

    The Importer Security Filing must reach CBP no later than 24 hours before the container is laden aboard the vessel abroad. CBP's liquidated damages guidelines provide for a claim per violation for late, inaccurate or incomplete filings. Two of the data elements, the container stuffing location and the consolidator, only exist once the box is packed.

    What Anxin does: We send the importer's ISF filer the stuffing location, consolidator and manufacturer details as soon as the container is packed in Xiamen, ahead of the vessel's loading window.

  5. Import country

    'China' has to be marked on each article or its container

    19 CFR 134.11 requires every imported article, or its container, to carry the English name of the country of origin in a conspicuous place, as legibly, indelibly and permanently as the article allows, at the time it is imported. Batteries and battery products reaching Pearl Harbor without it can be held until they are marked.

    What Anxin does: We check product and carton photos for a durable 'Made in China' marking before stuffing in Xiamen, rather than leaving it for re-marking in a US warehouse.

  6. Import country

    CPSC eFiling for certified consumer products

    Consumer products that need a CPSC certificate have had their certificate data filed electronically at entry since 8 July 2026 (goods from a Foreign Trade Zone from 8 January 2027). A battery-powered product falls under it through the product's own rules, which the importer should settle before the goods reach Pearl Harbor.

    What Anxin does: We ask whether the goods are consumer products that need a CPSC certificate and, if so, who files it, so that the question is settled before the goods arrive.
