Where this route gets difficult
They run from the Xiamen terminal through the voyage to Oakland and the United States import file.
Xiamen's energy-storage transport guide 2.0 (August 2026) notes that some ESS containers sail on multipurpose ships and calls for a pre-voyage meeting with the terminal and lashing contractors. It names the terminals qualified for class 9: Xiamen Hyundai terminal, Yuanhai Tongda, and Haixiang berths 7–8.
What Anxin does: For ESS units we confirm early whether the carrier offers container-ship or multipurpose carriage, which qualified terminal is used, and who attends the pre-voyage meeting.
NOAA's Ocean Prediction Center found hurricane-force winds (64 knots and above) in North Pacific mid-latitude storms in every month from October to April, peaking in December, with 15 to 23 such storms per season in its 2001–2004 records. They are not typhoons, so they do not follow the tropical calendar.
What Anxin does: For October–April sailings we check blocking and bracing on stuffing photos before sealing and confirm the full DG data are on the manifest.
A container landed at Oakland without a release permit may stay at the terminal only until the 15th calendar day. The carrier must then notify CBP and a bonded general order warehouse, which moves and stores the goods at the consignee's risk and expense (19 CFR 4.37). Not every general order warehouse can take Class 9 battery cargo, and where specialized storage is missing the port director decides where it goes.
What Anxin does: We check with the importer's broker that the entry can be filed before arrival at Oakland, and chase any missing invoice or HTS detail while the ship is still at sea.
The Importer Security Filing must reach CBP no later than 24 hours before the container is laden aboard the vessel abroad. CBP's liquidated damages guidelines provide for a claim per violation for late, inaccurate or incomplete filings. Two of the data elements, the container stuffing location and the consolidator, only exist once the box is packed.
What Anxin does: We send the importer's ISF filer the stuffing location, consolidator and manufacturer details as soon as the container is packed in Xiamen, ahead of the vessel's loading window.
California has added battery-embedded products to its electronic-waste program: from 1 January 2026 buyers pay a recycling fee at purchase, and each covered product must show the manufacturer's name or brand and the battery chemistry (or put it on the maker's website), with an annual product notice to CalRecycle and retailers.
What Anxin does: If the goods landing at Oakland are devices with built-in batteries for sale in California, we ask the brand owner to confirm the chemistry labelling and the CalRecycle notice before shipping.

No. The carrier must also send its cargo declaration through AMS 24 hours before loading, and CBP will not issue the permit to unlade without it.
Weather is the main risk on this crossing: NOAA recorded hurricane-force North Pacific storms from October to April, most often in December. We tighten the packing checks for those sailings.
