This route runs out of Xiamen's Haicang and Songyu terminals on the Taiwan Strait, then follows a long voyage ending in the North Atlantic or the Gulf of St Lawrence; at the far end is the port of Milwaukee.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Milwaukee and at customs in United States.
Xiamen's energy-storage transport guide 2.0 (August 2026) notes that some ESS containers sail on multipurpose ships and calls for a pre-voyage meeting with the terminal and lashing contractors. It names the terminals qualified for class 9: Xiamen Hyundai terminal, Yuanhai Tongda, and Haixiang berths 7–8.
What Anxin does: For ESS units we confirm early whether the carrier offers container-ship or multipurpose carriage, which qualified terminal is used, and who attends the pre-voyage meeting.
NOAA's Ocean Prediction Center has logged hurricane-force mid-latitude storms in the North Atlantic from October to April, most frequently in January, on the last leg of the voyage to Milwaukee.
What Anxin does: For winter sailings we check blocking and bracing on stuffing photos before sealing.
CBP must have the Importer Security Filing 24 hours before the container is laden in Xiamen, and its liquidated damages guidelines provide for a claim for each late, inaccurate or incomplete filing. The stuffing location and consolidator can only be filled in once the container is packed, which leaves a short window.
What Anxin does: We send the importer's ISF filer the stuffing location, consolidator and manufacturer details as soon as the container is packed in Xiamen, ahead of the vessel's loading window.
Under 19 CFR 4.7 the carrier's cargo declaration must be in CBP's Automated Manifest System 24 hours before loading abroad. Without it, or with inaccurate data, the permit to unlade the container at Milwaukee can be delayed or refused.
What Anxin does: We give the carrier or NVOCC the final cargo description, HS code, UN number and package count before the documentation cut-off in Xiamen, so the AMS filing and the DG manifest say the same thing.
Battery containers held for DG checks or paperwork can run up demurrage and detention at Milwaukee. Under the FMC's billing rule, in force since May 2024, carriers and terminals must invoice within 30 days with accurate, complete information, or the charge is not payable, and the billed party has at least 30 days to ask for a waiver or refund. A 2025 court ruling set aside only the section on who may be billed.
What Anxin does: We keep the dates of discharge, availability and any DG hold for each container, so the importer can check invoices against them and dispute charges inside the FMC time limits.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Xiamen export filings, the carrier booking and the United States import papers. We compare all three before confirming space.
