Xiamen to Los Angeles
Taiwan Strait · East China Sea · North Pacific
Lithium batteries for Los Angeles go through Xiamen, the port for more than 90% of Fujian's lithium battery exports. On the way they face a great-circle crossing of the North Pacific, and they arrive at Los Angeles, where the drayage leg out of Terminal Island is regulated as a US hazardous-materials movement.
US entry is decided as much by paperwork filed in China as by anything at the port. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.
What we need to start
Route profile
Fujian's battery gateway, handling more than 90% of the province's lithium battery exports, with 10-minute online packaging appraisal for compliant products and the Taiwan Strait's winter monsoon on the doorstep.
A duty line set by the exact 8507.60 code, lithium supply-chain questions under UFLPA, and ISF and AMS filings that are due before the box is loaded.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Los Angeles and at customs in United States.
Ships leaving Xiamen enter the Taiwan Strait straight away. A Chinese government weather account notes that the strait's funnel effect makes winds 1–2 Beaufort levels stronger than outside it, and that the winter and spring north-east monsoon brings force 7 or stronger winds on about two-thirds of days. Container ships are advised to secure lashing.
What Anxin does: From October to April we apply the CINS blocking and bracing checks strictly on stuffing photos before sealing.
NOAA's Ocean Prediction Center has recorded hurricane-force winds (64 knots or more) in mid-latitude North Pacific storms in every month from October to April, most often in December, with 15 to 23 such storms a season in its 2001–2004 study. These are not tropical systems, so they arrive outside typhoon season.
What Anxin does: For October–April sailings we check blocking and bracing on stuffing photos before sealing and confirm the full DG data are on the manifest.
Once the container leaves the ship, the truck move is governed by US hazardous materials rules. 49 CFR 171.25 lets IMDG-compliant cargo move by road before or after the sea leg, but the shipping papers and placards must meet part 172 subparts C and F, and highway moves must meet part 177. A driver who receives incomplete DG data at the terminal gate cannot legally take the box.
What Anxin does: We pass the full DG description, emergency response details and placarding information to the importer's drayage carrier with the arrival notice, not on the day of collection.
The IMDG waiver in 49 CFR 171.25(d)(2) spares the emergency telephone number only when cargo stays on the ship or moves between vessels without using a public highway. Once the container is trucked out of Los Angeles, the shipping paper needs a numeric emergency response number that is monitored at all times and answered by someone who knows the material; an answering service that calls back does not count. Goods shipped as 'Battery powered equipment' are exempt.
What Anxin does: Before sailing we confirm who provides the 24-hour number for the US leg, usually the importer's emergency response provider, and put it with the contract reference on the DG documents we send to the trucker.
US customs rules give an unentered container 15 calendar days at the place of unlading. After that the carrier hands it to a bonded general order warehouse, with transport and storage at the consignee's risk and expense, and for DG cargo that needs specialized storage the port director decides where it is kept (19 CFR 4.37).
What Anxin does: We check with the importer's broker that the entry can be filed before arrival at Los Angeles, and chase any missing invoice or HTS detail while the ship is still at sea.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

We line up UN numbers, model names and package counts across the Xiamen filings, the booking with the carrier and the documents for United States before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Los Angeles.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Cargo shift in winter monsoon seas | Taiwan Strait, Oct–Apr | CINS blocking and bracing checked on photos | Packing site, checked by Anxin |
| Heavy-weather damage in a winter storm | North Pacific, Oct–Apr | CINS stuffing checks | Packing site, checked by Anxin |
| Truck refused at the gate for missing DG paperwork | Los Angeles container terminals | DG description and emergency data sent to the drayage carrier with the arrival notice | Anxin with the importer's trucker |
| Truck stopped without a monitored emergency number | Road leg from the port | Emergency response provider confirmed before sailing | Importer, checked by Anxin |
Questions
Yes, if the container moves on a public highway. The IMDG waiver in 49 CFR 171.25(d)(2) only covers cargo that stays on the ship or moves between vessels; otherwise 49 CFR 172.604 requires a monitored number answered by someone with the emergency information. Goods shipped as 'Battery powered equipment' are exempt.
Weather is the main risk on this crossing: NOAA recorded hurricane-force North Pacific storms from October to April, most often in December. We tighten the packing checks for those sailings.
For products that pass automatic pre-review, Xiamen Customs issues it through the single window; the case reported in August 2026 took about 10 minutes, against about half a day for the old on-site inspection. Products that do not pass pre-review still need inspection.
