Lithium batteries for Gloucester go out of Xiamen's Haicang and Songyu terminals on the Taiwan Strait. On the way they face a corridor through the Panama Canal, and they arrive at the port of Gloucester.
US entry is decided as much by paperwork filed in China as by anything at the port. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Gloucester and at customs in United States.
For large battery consignments Xiamen MSA offers pre-review of key DG documents, a pre-loading meeting where ship, cargo owner, terminal and agent agree deck stowage and emergency measures, and a 'one ship, one plan' checklist from gate-in to departure. In June 2026 it reported 104 energy-storage containers of 36 tonnes each loaded on a multipurpose ship for Houston.
What Anxin does: We send the key documents for pre-review before the formal filing and bring the stowage and emergency details the meeting will ask for.
Leaving Xiamen, ships are in the Taiwan Strait at once. A Chinese government weather account says the strait's funnel effect adds 1–2 Beaufort levels to the wind, and that the north-east monsoon of winter and spring brings force 7 or more on about two days in three. Lashing on container ships should be secured accordingly.
What Anxin does: From October to April we apply the CINS blocking and bracing checks strictly on stuffing photos before sealing.
The last leg north to Gloucester runs up the US East Coast in the North Atlantic, where NOAA's Ocean Prediction Center has recorded hurricane-force mid-latitude storms in every month from October to April, most often in January.
What Anxin does: For October–April arrivals we check blocking and bracing on stuffing photos before sealing, and allow slack in the delivery plan.
Since August 2025 lithium has been a high-priority sector under the Uyghur Forced Labor Prevention Act, and CBP had by then stopped more than 16,700 shipments for UFLPA review. A container for Gloucester can be held while the importer shows where the cells, cathode material and lithium compounds were sourced.
What Anxin does: We tell the importer at quotation stage that supply-chain tracing may be requested, and keep manufacturer names and addresses consistent across invoice, packing list and ISF so the paper trail does not contradict itself.
CBP must have the Importer Security Filing 24 hours before the container is laden in Xiamen, and its liquidated damages guidelines provide for a claim for each late, inaccurate or incomplete filing. The stuffing location and consolidator can only be filled in once the container is packed, which leaves a short window.
What Anxin does: We send the importer's ISF filer the stuffing location, consolidator and manufacturer details as soon as the container is packed in Xiamen, ahead of the vessel's loading window.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Xiamen export filings, the carrier booking and the United States import papers. We compare all three before confirming space.

Questions
Yes. Under 49 CFR 171.25(b)(3), SP188 packages of UN3480 or UN3090 need the 'FORBIDDEN FOR TRANSPORT ABOARD PASSENGER AIRCRAFT' marking or a Cargo Aircraft Only label, and so do packages of batteries packed with or contained in equipment above 5 kg net. We check for it on carton photos before stuffing.
It can. In September 2026 the Panama Canal Authority postponed a planned draft cut in the Neopanamax locks because of Gatun Lake levels (advisory A-33-2026). We check the advisory in force when quoting.
For products that pass automatic pre-review, Xiamen Customs issues it through the single window; the case reported in August 2026 took about 10 minutes, against about half a day for the old on-site inspection. Products that do not pass pre-review still need inspection.
