Where this route gets difficult
They run from the Xiamen terminal through the voyage to Cape May and the United States import file.
For large battery consignments Xiamen MSA offers pre-review of key DG documents, a pre-loading meeting where ship, cargo owner, terminal and agent agree deck stowage and emergency measures, and a 'one ship, one plan' checklist from gate-in to departure. In June 2026 it reported 104 energy-storage containers of 36 tonnes each loaded on a multipurpose ship for Houston.
What Anxin does: We send the key documents for pre-review before the formal filing and bring the stowage and emergency details the meeting will ask for.
How deep ships can load through Panama's new locks depends on Gatun Lake. In September 2026 the Canal Authority's advisory A-33-2026 postponed a cut in the Neopanamax draft from 14.63 m to 14.48 m that had been due on 1 October, citing lake levels; a lower limit reduces what a ship bound for Cape May can carry.
What Anxin does: We check the canal advisory in force when we quote for Cape May and ask carriers to confirm that the booked vessel's routing and any canal surcharge will not change before sailing.
Consumer products containing button or coin cells manufactured or imported after 19 March 2024 must meet the UL 4200A-2023 performance and warning-label rules adopted as 16 CFR part 1263, and battery packaging labels have been mandatory since 21 September 2024. The importer also needs a certificate citing the rule.
What Anxin does: When a shipment for Cape May includes products with button or coin cells, we ask for the certificate and photos of the battery compartment warnings before booking.
Since 8 July 2026, importers of consumer products that are subject to a CPSC certification requirement must electronically file the certificate data at entry; goods entered from a Foreign Trade Zone follow on 8 January 2027. Whether a battery-powered product is caught depends on the rules that apply to that product, not on the battery alone.
What Anxin does: We ask whether the goods are consumer products that need a CPSC certificate and, if so, who files it, so that the question is settled before the goods arrive.
If a battery container waits at Cape May, the demurrage or detention invoice has to arrive within 30 days and carry accurate and sufficient information, or the charge is not owed (46 CFR part 541). The billed party then has at least 30 days to dispute it; in 2025 the D.C. Circuit struck down only the rule on who may be invoiced.
What Anxin does: We keep the dates of discharge, availability and any DG hold for each container, so the importer can check invoices against them and dispute charges inside the FMC time limits.

Documents & compliance
