What to watch between Xiamen and Bucksport: 5 points

They run from the Xiamen terminal through the voyage to Bucksport and the United States import file.

  1. Origin port

    Xiamen's fast appraisal needs matching data

    Through the single window, Xiamen Customs now issues the lithium battery packaging use-appraisal certificate after automatic pre-review matching: roughly 10 minutes in a case reported in August 2026, compared with about half a day for the former on-site inspection. Only products that pass pre-review as compliant and valid get the fast path; mismatches return to inspection.

    What Anxin does: We check the product data, UN38.3 summary and packaging codes against the application before it is submitted, so the certificate comes through pre-review rather than falling back to an on-site check.

  2. Origin port

    Strong winds in the Taiwan Strait from day one

    Leaving Xiamen, ships are in the Taiwan Strait at once. A Chinese government weather account says the strait's funnel effect adds 1–2 Beaufort levels to the wind, and that the north-east monsoon of winter and spring brings force 7 or more on about two days in three. Lashing on container ships should be secured accordingly.

    What Anxin does: From October to April we apply the CINS blocking and bracing checks strictly on stuffing photos before sealing.

  3. Sea corridor

    North Atlantic winter storms off the US East Coast

    The last leg north to Bucksport runs up the US East Coast in the North Atlantic, where NOAA's Ocean Prediction Center has recorded hurricane-force mid-latitude storms in every month from October to April, most often in January.

    What Anxin does: For October–April arrivals we check blocking and bracing on stuffing photos before sealing, and allow slack in the delivery plan.

  4. Import country

    The carrier's AMS manifest is due 24 hours before loading

    Besides the importer's ISF, CBP must receive the carrier's electronic cargo declaration through AMS 24 hours before the container is laden in Xiamen (19 CFR 4.7). CBP does not issue the permit to unlade at Bucksport until it has that declaration, and late, incomplete or inaccurate cargo data can delay or deny it.

    What Anxin does: We give the carrier or NVOCC the final cargo description, HS code, UN number and package count before the documentation cut-off in Xiamen, so the AMS filing and the DG manifest say the same thing.

  5. Import country

    'China' has to be marked on each article or its container

    19 CFR 134.11 requires every imported article, or its container, to carry the English name of the country of origin in a conspicuous place, as legibly, indelibly and permanently as the article allows, at the time it is imported. Batteries and battery products reaching Bucksport without it can be held until they are marked.

    What Anxin does: We check product and carton photos for a durable 'Made in China' marking before stuffing in Xiamen, rather than leaving it for re-marking in a US warehouse.

Common questions on the Xiamen → Bucksport route

Yes, if the container moves on a public highway. The IMDG waiver in 49 CFR 171.25(d)(2) only covers cargo that stays on the ship or moves between vessels; otherwise 49 CFR 172.604 requires a monitored number answered by someone with the emergency information. Goods shipped as 'Battery powered equipment' are exempt.

It can. In September 2026 the Panama Canal Authority postponed a planned draft cut in the Neopanamax locks because of Gatun Lake levels (advisory A-33-2026). We check the advisory in force when quoting.

For products that pass automatic pre-review, Xiamen Customs issues it through the single window; the case reported in August 2026 took about 10 minutes, against about half a day for the old on-site inspection. Products that do not pass pre-review still need inspection.
