This route runs through Xiamen, the port for more than 90% of Fujian's lithium battery exports, then follows a Panama Canal corridor whose draft limit depends on Gatun Lake; at the far end is the port of Baltimore.

Where this route gets difficult
Loading port first, then the sea leg, then Baltimore and the United States market.
Through the single window, Xiamen Customs now issues the lithium battery packaging use-appraisal certificate after automatic pre-review matching: roughly 10 minutes in a case reported in August 2026, compared with about half a day for the former on-site inspection. Only products that pass pre-review as compliant and valid get the fast path; mismatches return to inspection.
What Anxin does: We check the product data, UN38.3 summary and packaging codes against the application before it is submitted, so the certificate comes through pre-review rather than falling back to an on-site check.
For large battery consignments Xiamen MSA offers pre-review of key DG documents, a pre-loading meeting where ship, cargo owner, terminal and agent agree deck stowage and emergency measures, and a 'one ship, one plan' checklist from gate-in to departure. In June 2026 it reported 104 energy-storage containers of 36 tonnes each loaded on a multipurpose ship for Houston.
What Anxin does: We send the key documents for pre-review before the formal filing and bring the stowage and emergency details the meeting will ask for.
NOAA's Ocean Prediction Center has recorded hurricane-force North Pacific storms in every month from October to April, most often in December. The Pacific leg to Panama crosses that ocean.
What Anxin does: For October–April sailings we check blocking and bracing on stuffing photos before sealing.
Since August 2025 lithium has been a high-priority sector under the Uyghur Forced Labor Prevention Act, and CBP had by then stopped more than 16,700 shipments for UFLPA review. A container for Baltimore can be held while the importer shows where the cells, cathode material and lithium compounds were sourced.
What Anxin does: We tell the importer at quotation stage that supply-chain tracing may be requested, and keep manufacturer names and addresses consistent across invoice, packing list and ISF so the paper trail does not contradict itself.
The IMDG waiver in 49 CFR 171.25(d)(2) spares the emergency telephone number only when cargo stays on the ship or moves between vessels without using a public highway. Once the container is trucked out of Baltimore, the shipping paper needs a numeric emergency response number that is monitored at all times and answered by someone who knows the material; an answering service that calls back does not count. Goods shipped as 'Battery powered equipment' are exempt.
What Anxin does: Before sailing we confirm who provides the 24-hour number for the US leg, usually the importer's emergency response provider, and put it with the contract reference on the DG documents we send to the trucker.
Small cells and batteries shipped under IMDG special provision 188 do not need a dangerous goods declaration at sea, but 49 CFR 171.25(b)(3) adds a US condition: each package of UN3480 or UN3090 must carry the 'FORBIDDEN FOR TRANSPORT ABOARD PASSENGER AIRCRAFT' marking or a Cargo Aircraft Only label, and so must packages of batteries with or in equipment above 5 kg net. Cartons printed for other markets often lack it.
What Anxin does: When the shipper declares SP188 for a Baltimore booking, we check the carton photos for the US marking or CAO label before stuffing, not after discharge.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Xiamen export filings, the carrier booking and the United States import papers. We compare all three before confirming space.

Questions
For lithium-ion batteries classified in HTSUS 8507.60.0020 and entered from 1 January 2026, USTR set the Section 301 additional duty at 25%; EV traction batteries in 8507.60.0010 have been at 25% since 2024. Other duties can apply on top. The importer's customs broker confirms the classification and total duty; we make sure the invoice gives the broker enough detail to do so.
1 June to 30 November, peaking around 10 September, according to the US National Hurricane Center.
For products that pass automatic pre-review, Xiamen Customs issues it through the single window; the case reported in August 2026 took about 10 minutes, against about half a day for the old on-site inspection. Products that do not pass pre-review still need inspection.
