Lithium batteries for Augusta (Georgia) go out of Xiamen's Haicang and Songyu terminals on the Taiwan Strait. On the way they face a corridor through the Panama Canal, and they arrive at the port of Augusta (Georgia).

Augusta (Georgia) means US customs filings that are due while the container is still in Xiamen, and a supply chain CBP may ask to see. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.

What we need to start

  • Online packaging appraisal
  • Taiwan Strait monsoon Oct–Apr
  • Supply-chain tracing file
  • HTS code 8507.60
  • ISF filer

Route profile

The Xiamen → Augusta (Georgia) route in brief

Origin port

Xiamen (Haicang / Songyu)

Fujian's battery gateway, handling more than 90% of the province's lithium battery exports, with 10-minute online packaging appraisal for compliant products and the Taiwan Strait's winter monsoon on the doorstep.

Sea corridor

Asia – Americas via the Panama Canal

A Panama Canal corridor whose Neopanamax draft depends on Gatun Lake levels, followed by the Caribbean during hurricane season.

Where this route gets difficult

5 points to plan for on the Xiamen → Augusta (Georgia) route

They run from the Xiamen terminal through the voyage to Augusta (Georgia) and the United States import file.

  1. Origin port

Pre-loading meeting and a ship plan at Xiamen

For large battery consignments Xiamen MSA offers pre-review of key DG documents, a pre-loading meeting where ship, cargo owner, terminal and agent agree deck stowage and emergency measures, and a 'one ship, one plan' checklist from gate-in to departure. In June 2026 it reported 104 energy-storage containers of 36 tonnes each loaded on a multipurpose ship for Houston.

What Anxin does: We send the key documents for pre-review before the formal filing and bring the stowage and emergency details the meeting will ask for.

  2. Sea corridor

The Caribbean leg runs through hurricane country

After the canal, ships to Augusta (Georgia) cross the Caribbean, where the Atlantic hurricane season lasts from 1 June to 30 November and peaks around 10 September; an average year brings 14 named storms and 7 hurricanes. Ports close ahead of a storm and vessels wait or divert.

What Anxin does: For August–October arrivals we build slack into delivery plans and pass the carrier's revised arrival straight to your consignee.

  3. Import country

UFLPA: lithium became a high-priority sector in August 2025

DHS added lithium to the Uyghur Forced Labor Prevention Act high-priority sectors in August 2025. By then CBP had stopped more than 16,700 shipments for UFLPA examination. For battery importers the practical effect is that CBP can ask where cells, cathode and lithium compounds came from, and a shipment waits while the importer answers.

What Anxin does: We tell the importer at quotation stage that supply-chain tracing may be requested, and keep manufacturer names and addresses consistent across invoice, packing list and ISF so the paper trail does not contradict itself.

  4. Import country

A monitored US emergency number for the truck leg

The IMDG waiver in 49 CFR 171.25(d)(2) spares the emergency telephone number only when cargo stays on the ship or moves between vessels without using a public highway. Once the container is trucked out of Augusta (Georgia), the shipping paper needs a numeric emergency response number that is monitored at all times and answered by someone who knows the material; an answering service that calls back does not count. Goods shipped as 'Battery powered equipment' are exempt.

What Anxin does: Before sailing we confirm who provides the 24-hour number for the US leg, usually the importer's emergency response provider, and put it with the contract reference on the DG documents we send to the trucker.

  5. Import country

Demurrage and detention invoices must follow FMC rules

Battery containers held for DG checks or paperwork can run up demurrage and detention at Augusta (Georgia). Under the FMC's billing rule, in force since May 2024, carriers and terminals must invoice within 30 days with accurate, complete information, or the charge is not payable, and the billed party has at least 30 days to ask for a waiver or refund. A 2025 court ruling set aside only the section on who may be billed.

What Anxin does: We keep the dates of discharge, availability and any DG hold for each container, so the importer can check invoices against them and dispute charges inside the FMC time limits.

  • For ESS: carriage type (container ship or multipurpose), class 9 terminal and pre-voyage meeting confirmed
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)
  • Container packing certificate signed by a certified packing inspector after supervised stuffing
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)

For the carrier and the voyage

  • Canal routing and any canal-related surcharge confirmed for the booked vessel
  • UN 38.3 test summary for every cell and battery type
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)

At the United States end

Match the details first

We line up UN numbers, model names and package counts across the Xiamen filings, the booking with the carrier and the documents for United States before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Augusta (Georgia).

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route.
