Lithium batteries for Glasgow go through Xiamen, the port for more than 90% of Fujian's lithium battery exports. On the way they face a lane whose routing, Suez or Cape of Good Hope, is decided service by service, and they arrive at the port of Glasgow.
On the UK side, customs runs through HMRC's Customs Declaration Service and producers report battery tonnage through the NPWD. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.

Route profile

UK producer registration, a compliance scheme for portable batteries above 1 tonne a year, and import clearance through HMRC's Customs Declaration Service.

Where this route gets difficult
Loading port first, then the sea leg, then Glasgow and the United Kingdom market.
Xiamen's energy-storage transport guide 2.0 (August 2026) notes that some ESS containers sail on multipurpose ships and calls for a pre-voyage meeting with the terminal and lashing contractors. It names the terminals qualified for class 9: Xiamen Hyundai terminal, Yuanhai Tongda, and Haixiang berths 7–8.
What Anxin does: For ESS units we confirm early whether the carrier offers container-ship or multipurpose carriage, which qualified terminal is used, and who attends the pre-voyage meeting.
The corridor on this page is drawn through Bab-el-Mandeb and the Suez Canal. In practice, Sea-Intelligence data for September 2026 put Red Sea routing on the Asia–Europe head-haul at 13–25%: 27% for services to North Europe and 57% for Mediterranean services. Which service calls at Glasgow decides whether the box goes through Suez or round the Cape of Good Hope, and the two routings differ in length, in the waters crossed and in the ports where a box might be transhipped.
What Anxin does: We ask the carrier to state the routing and any transhipment port on the booking confirmation, and we quote the two routings separately when both are on offer rather than mixing them.
Under the Dangerous Goods in Harbour Areas Regulations 2016, dangerous goods may not enter a British harbour area unless the harbour master has had notice at least 24 hours (and at most six months) in advance, or has agreed a shorter period. UN numbers, names and quantities are part of that notice, so the vessel's report is only as good as the booking data.
What Anxin does: We freeze the UN number, proper shipping name, package count and gross weight on the booking before departure and send any change to the carrier at once.
Once the box is off the quay at Glasgow, the Carriage of Dangerous Goods Regulations 2009 apply: regulation 5 requires road carriage of dangerous goods in Great Britain to comply with ADR, subject to GB derogations. For UN 3480 that means class 9 documentation, marked packages and a haulier set up for ADR loads.
What Anxin does: We give the UK haulier the UN number, class and package details from the sea dangerous goods declaration so the road paperwork from Glasgow matches what left Xiamen.
UK rules require appliances with built-in batteries to be designed so that the end user can readily remove the battery, or, where that is not possible, an independent qualified professional can, with instructions naming the battery type. The design question sits with the manufacturer, long before the goods reach Glasgow.
What Anxin does: When appliances with built-in batteries are booked for the UK we remind the importer of the removability rule so the manufacturer can answer it before shipment; we do not assess compliance.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Xiamen filings, the carrier booking and the United Kingdom import file. We check the three against each other before the booking is confirmed.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| ESS unit arrives at a terminal without class 9 qualification | Xiamen port | Qualified terminal confirmed at booking | Anxin with the carrier |
| Service switches between Suez and Cape routing | Main voyage | Routing written on the booking; quotes kept separate per routing; packing assumes the longer voyage | Carrier, tracked by Anxin |
| Harbour notice late or wrong | Glasgow harbour area | DG data frozen before departure | Carrier / agent |
Questions
At least 24 hours' notice to the harbour master before the dangerous goods enter the harbour area, under the Dangerous Goods in Harbour Areas Regulations 2016, unless the harbour master agrees a shorter period.
It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.
Yes. Xiamen MSA reported 104 ESS containers of 36 tonnes each loaded for Houston in June 2026. Xiamen's ESS guide 2.0 requires a pre-voyage meeting and use of a class 9 qualified terminal.
