Xiamen to Khalifa Port
South China Sea · Malacca Strait · Andaman Sea · Indian Ocean · Arabian Sea · Gulf of Oman · Strait of Hormuz · Persian Gulf
This route runs from Fujian's battery makers through Xiamen port, then follows an Arabian Sea passage towards the Gulf; at the far end is Khalifa Port, whose DG guideline names lithium batteries and asks for an SDS-based approach to each product.
The UAE side wants a consignee licensed in the emirate or free zone of import and HS codes on every packing-list line. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.
What we need to start
Route profile
Fujian's battery gateway, handling more than 90% of the province's lithium battery exports, with 10-minute online packaging appraisal for compliant products and the Taiwan Strait's winter monsoon on the doorstep.
Dangerous goods notified to AD Ports 24 to 48 hours before arrival with container-level IMDG data, and a named importer contact if a box leaks.

Where this route gets difficult
They run from the Xiamen terminal through the voyage to Khalifa Port and the United Arab Emirates import file.
Xiamen Customs now issues the packaging use-appraisal certificate for lithium batteries through the single window after automatic pre-review matching: about 10 minutes in the case reported in August 2026, against roughly half a day for the old on-site inspection. The fast path is only for products that pass pre-review as compliant and valid; anything that does not match goes back to inspection.
What Anxin does: We check the product data, UN38.3 summary and packaging codes against the application before it is submitted, so the certificate comes through pre-review rather than falling back to an on-site check.
Ships leaving Xiamen enter the Taiwan Strait straight away. A Chinese government weather account notes that the strait's funnel effect makes winds 1–2 Beaufort levels stronger than outside it, and that the winter and spring north-east monsoon brings force 7 or stronger winds on about two-thirds of days. Container ships are advised to secure lashing.
What Anxin does: From October to April we apply the CINS blocking and bracing checks strictly on stuffing photos before sealing.
Sailings between June and September cross the Arabian Sea during India's southwest monsoon, when rough seas and squalls regularly disrupt port operations along the route and test how well the cargo is secured inside the container.
What Anxin does: For June–September sailings we check blocking and bracing strictly on stuffing photos and allow for schedule slippage in the delivery plan.
Abu Dhabi Ports must be told about every dangerous good before it enters the port, including cargo staying on board in transit. For imports, the ship agent notifies AD Ports 24 to 48 hours before the vessel arrives, listing container number, packages, proper shipping name, UN number, class and quantity. Inaccurate data breach the port rules and can delay the ship or the box.
What Anxin does: We check that the UN number, proper shipping name, package count and weight on our booking match the shipper's DG declaration, so the notification for Khalifa Port is right first time.
Imports into the UAE need a company holding the right trade licence from the emirate's Department of Economic Development; a free zone company's licence covers imports into its own free zone. If the consignee named on the bill of lading for Khalifa Port is licensed elsewhere, or only in a free zone, the goods cannot simply be cleared into the mainland.
What Anxin does: We check at booking which entity is the consignee, in which emirate or free zone it is licensed, and whether the cargo is for the free zone or the mainland, and put that entity on the bill of lading.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Xiamen filings, the carrier booking and the United Arab Emirates import file. We check the three against each other before the booking is confirmed.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Application fails pre-review and falls back to on-site inspection | Xiamen Customs | Data checked against the application first | Anxin with the manufacturer |
| Cargo shift in winter monsoon seas | Taiwan Strait, Oct–Apr | CINS blocking and bracing checked on photos | Packing site, checked by Anxin |
| Monsoon seas cause cargo shift or delays | Arabian Sea, Jun–Sep | CINS stuffing checks; slack in the delivery plan | Packing site / carrier |
| DG notification inaccurate or late | Khalifa Port | Booking DG data checked against the declaration | Agent / carrier |
| Consignee not licensed for the emirate or mainland | UAE customs | Consignee licence confirmed at booking | Importer |
Questions
The ship agent notifies AD Ports of imported dangerous goods 24 to 48 hours before the vessel arrives, with IMDG data for each container.
Traffic continues but at reduced levels: the JMIC rated Hormuz SEVERE on 24 September 2026, below the 2025 average of about 138 ships a day. We confirm each carrier's current call pattern and surcharges before booking.
For products that pass automatic pre-review, Xiamen Customs issues it through the single window; the case reported in August 2026 took about 10 minutes, against about half a day for the old on-site inspection. Products that do not pass pre-review still need inspection.
