Where this route gets difficult
Listed from loading in Xiamen to import into Sri Lanka, each with what we do about it.
Xiamen's energy-storage transport guide 2.0 (August 2026) notes that some ESS containers sail on multipurpose ships and calls for a pre-voyage meeting with the terminal and lashing contractors. It names the terminals qualified for class 9: Xiamen Hyundai terminal, Yuanhai Tongda, and Haixiang berths 7–8.
What Anxin does: For ESS units we confirm early whether the carrier offers container-ship or multipurpose carriage, which qualified terminal is used, and who attends the pre-voyage meeting.
Through the single window, Xiamen Customs now issues the lithium battery packaging use-appraisal certificate after automatic pre-review matching: roughly 10 minutes in a case reported in August 2026, compared with about half a day for the former on-site inspection. Only products that pass pre-review as compliant and valid get the fast path; mismatches return to inspection.
What Anxin does: We check the product data, UN38.3 summary and packaging codes against the application before it is submitted, so the certificate comes through pre-review rather than falling back to an on-site check.
India's southwest monsoon runs from June to September, with rough seas across the Arabian Sea and Bay of Bengal. Rough seas are hard on poorly braced loads.
What Anxin does: In monsoon months we check blocking and bracing strictly on stuffing photos before sealing.
Hambantota International Port handles containers and releases cargo after the Sri Lanka Customs e-release in ASYCUDA. For a battery container at Hambantota, the consignee's collection plan depends on that release.
What Anxin does: We ask the consignee to book collection from Hambantota once the e-release is in view, and pass it the DG details for the trucker.
From 1 October 2026 Sri Lankan customs declarations are digitally signed and filed electronically, and manual submission at the Long Room ends. Importers at Hambantota and their brokers need digital signatures in place for the first shipments after the change.
What Anxin does: We check with the importer's broker that its digital signature set-up is working before the container arrives at Hambantota.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Xiamen export filings, the carrier booking and the Sri Lanka import papers. We compare all three before confirming space.

Questions
Lithium-ion batteries under HS 8507.60 are not on SLSI's list, but primary cells and lead-acid starter batteries are, so classification decides.
The India Meteorological Department describes two North Indian Ocean seasons, April–May and October–December, the latter being the main one.
For products that pass automatic pre-review, Xiamen Customs issues it through the single window; the case reported in August 2026 took about 10 minutes, against about half a day for the old on-site inspection. Products that do not pass pre-review still need inspection.
