Xiamen to Jeddah Islamic Port

Lithium batteries for Jeddah Islamic Port go out of Xiamen's Haicang and Songyu terminals on the Taiwan Strait. On the way they face a corridor drawn through Bab-el-Mandeb and up the Red Sea, and they arrive at a Red Sea port whose tariff starts charging storage on class 9 containers from the fourth day after discharge.
On arrival Saudi Arabia checks SABER certificates, and the manifest and customs declaration are due in FASAH before the ship docks. Below are 6 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Jeddah Islamic Port and at customs in Saudi Arabia.
Leaving Xiamen, ships are in the Taiwan Strait at once. A Chinese government weather account says the strait's funnel effect adds 1–2 Beaufort levels to the wind, and that the north-east monsoon of winter and spring brings force 7 or more on about two days in three. Lashing on container ships should be secured accordingly.
What Anxin does: From October to April we apply the CINS blocking and bracing checks strictly on stuffing photos before sealing.
Xiamen MSA offers pre-review of key DG documents, a pre-loading meeting at which ship, cargo owner, terminal and agent agree deck stowage and emergency measures, and a 'one ship, one plan' checklist from gate-in to sailing. In June 2026 it reported 104 energy-storage containers of 36 tonnes each loaded for Houston on a multipurpose ship.
What Anxin does: We send the key documents for pre-review before the formal filing and bring the stowage and emergency details the meeting will ask for.
Unlike cargo for Europe, a container for Jeddah Islamic Port cannot avoid the Red Sea. The drawn corridor enters through Bab-el-Mandeb; the only alternative is the long way round Africa and back south through the Suez Canal. In September 2026 the Houthis attacked targets in southern Saudi Arabia, including Aramco facilities at the Red Sea port of Jazan, and described a 'maritime embargo' on Saudi Arabia. Ships still transit Bab-el-Mandeb when contracts justify it, but container lines are selective.
What Anxin does: We ask each carrier how it currently reaches Jeddah Islamic Port (through Bab-el-Mandeb on the same vessel, via a transhipment hub, or from the north via Suez) and name that routing, and any war-risk or emergency surcharge the carrier applies, in the written quote.
Class 9 lithium battery containers are not on Mawani's direct-delivery list (that is reserved for classes 1, 5 and 7), so they can be stored at the port. But the Saudi Ports Authority tariff exempts import containers from storage charges only for the first 3 days after discharge, and dangerous cargo is charged extra for handling. A container that lands before its SABER shipment certificate is ready starts paying almost immediately.
What Anxin does: We line up the shipment certificate, invoice and packing list with the importer's broker before the vessel reaches Jeddah Islamic Port, so clearance can start on the day of discharge.
The importer, or its broker, must complete the FASAH customs declaration with the required documents at least 48 hours before the shipment reaches Jeddah Islamic Port. ZATCA asks for the commercial invoice, bill of lading and certificate of origin, plus product-specific documents such as the SABER certificates, so these have to be final while the ship is still at sea.
What Anxin does: We send the final invoice, packing list, bill of lading copy and certificate of origin to the importer's broker as soon as the ship sails from Xiamen, so the 48-hour FASAH filing is not waiting on documents.
Labels must be in Arabic, or Arabic and English, firmly fixed, and must carry the product name and model, the brand or manufacturer, 'Made in China', the supplier's name and address, whether the battery is rechargeable, and its ratings. A carton printed only in English or Chinese, or with a model number that differs from the SABER record, is a common reason for a hold.
What Anxin does: We compare the label and carton photos from the factory with the model list on the certificate before stuffing, and send any mismatch back to the shipper while it can still be fixed in Xiamen.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Xiamen export filings, the carrier booking and the Saudi Arabia import papers. We compare all three before confirming space.

Questions
In FASAH at least 72 hours before arrival for ships from distant ports such as China, and since 1 May 2026 it must include the 6-digit HS code, cargo size and the dangerous-goods details, or it is rejected.
The JMIC rated the Gulf of Aden SUBSTANTIAL in September 2026, with piracy and attacks a strong possibility, and four merchant vessels hijacked off Somalia in 2026 were still held. We confirm the carrier's routing and security surcharges at each booking.
For products that pass automatic pre-review, Xiamen Customs issues it through the single window; the case reported in August 2026 took about 10 minutes, against about half a day for the old on-site inspection. Products that do not pass pre-review still need inspection.
