Lithium batteries for Doha go from Fujian's battery makers through Xiamen port. On the way they face a corridor across the Arabian Sea and, for Gulf ports, through Hormuz, and they arrive at the port of Doha.

Qatar sends back shipments whose invoice, origin certificate or 'Made in' marking are missing or do not agree. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.

What we need to start

  • Taiwan Strait monsoon Oct–Apr
  • Xiamen export
  • 'Made in China' on each piece and carton
  • Qatari import licence
  • HS code on invoice and certificate of origin

Route profile

How Xiamen → Doha differs from other lanes

Origin port

Xiamen (Haicang / Songyu)

Fujian's battery gateway, handling more than 90% of the province's lithium battery exports, with 10-minute online packaging appraisal for compliant products and the Taiwan Strait's winter monsoon on the doorstep.

Sea corridor

Asia – Arabian Sea & the Gulf

An Arabian Sea passage and, for Gulf ports, the Strait of Hormuz, rated a SEVERE threat in September 2026, with GNSS jamming across the approaches.

Where this route gets difficult

What to watch between Xiamen and Doha: 5 points

Loading port first, then the sea leg, then Doha and the Qatar market.

  1. Origin port

Xiamen MSA's 'one ship, one plan' for large battery cargo

Xiamen MSA offers pre-review of key DG documents, a pre-loading meeting at which ship, cargo owner, terminal and agent agree deck stowage and emergency measures, and a 'one ship, one plan' checklist from gate-in to sailing. In June 2026 it reported 104 energy-storage containers of 36 tonnes each loaded for Houston on a multipurpose ship.

What Anxin does: We send the key documents for pre-review before the formal filing and bring the stowage and emergency details the meeting will ask for.

  2. Origin port

Energy-storage units may go on multipurpose ships

Xiamen's energy-storage transport guide 2.0 (August 2026) notes that some ESS containers are carried on multipurpose ships and requires a pre-voyage meeting with the terminal and lashing parties. It also lists the terminals with class 9 qualification: Xiamen Hyundai terminal, Yuanhai Tongda, and Haixiang berths 7–8.

What Anxin does: For ESS units we confirm early whether the carrier offers container-ship or multipurpose carriage, which qualified terminal is used, and who attends the pre-voyage meeting.

  3. Sea corridor

Every Gulf call passes a SEVERE-rated Hormuz

Doha lies inside the Gulf, so the ship has to pass Hormuz, which the JMIC rated SEVERE on 24 September 2026 after attacks on 21–23 September that killed a crew member on the CAPE DAO. Transits remain well under the 2025 average of about 138 a day, and the US blockade of Iranian ports brings visit-and-search checks for neutral ships.

What Anxin does: We ask each carrier whether it is currently calling at Doha, by which route and with what war-risk or emergency surcharge, and get that in writing before booking.

  4. Import country

'Made in China' on every piece and carton

Qatar requires 'Country of origin' or 'Made in' marking on each piece, on materials and on cartons, and the marking must match the invoice and certificate of origin. Any discrepancy can send the shipment back. For batteries that means the cells or packs themselves, not only the outer carton, need the mark.

What Anxin does: We ask the factory for photos of the origin mark on the battery, its retail box and the shipping carton, and compare them with the invoice and certificate before stuffing in Xiamen.

  5. Import country

Missing or mismatched papers mean return to origin

Qatar Customs requires an official invoice, an official certificate of origin and a packing list for sea shipments, with the HS code written on the invoice and the certificate. It states that shipments without these documents are not cleared under any circumstances and go back to origin, a costly outcome for a class 9 container that has already crossed the Gulf.

What Anxin does: We make sure the HS code appears on both the invoice and the certificate of origin, and that all three documents list the same goods, before the ship leaves Xiamen.

Documents & compliance

Documents to line up for Xiamen → Doha

Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

Before loading in Xiamen

  • For ESS: carriage type (container ship or multipurpose), class 9 terminal and pre-voyage meeting confirmed
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • HS code written on the commercial invoice and the certificate of origin
  • Photos of 'Made in China' on battery, retail box and carton
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report

For the carrier and the voyage

  • Carrier's current call pattern and war-risk surcharge for the Gulf port in writing
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)
  • Lithium battery mark (SP188 cargo) or class 9 labels and placards

For import into Qatar

  • Consignee's Qatari import licence (Ministry of Commerce and Industry)

Match the details first

We line up UN numbers, model names and package counts across the Xiamen filings, the booking with the carrier and the documents for Qatar before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Doha.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Questions about shipping from Xiamen to Doha

Qatar Customs does not clear sea shipments without an official invoice, certificate of origin and packing list; they are returned to origin. The HS code must also appear on the invoice and certificate.

Between June and September India's southwest monsoon brings rough seas and squalls to the Arabian Sea that regularly disrupt port operations, so we check blocking and bracing on the stuffing photos and allow slack in the delivery plan.

Yes. Xiamen MSA reported 104 ESS containers of 36 tonnes each loaded for Houston in June 2026. Xiamen's ESS guide 2.0 requires a pre-voyage meeting and use of a class 9 qualified terminal.
