Lithium batteries for Sines go through Xiamen, the port for more than 90% of Fujian's lithium battery exports. On the way they face a Bab el-Mandeb and Suez passage into the Mediterranean, and they arrive at the port of Sines.
The Portuguese side adds SILiAmb registration to the EU battery rules. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.
What we need to start
Route profile
Fujian's battery gateway, handling more than 90% of the province's lithium battery exports, with 10-minute online packaging appraisal for compliant products and the Taiwan Strait's winter monsoon on the doorstep.
Mediterranean services are the ones most likely to use Suez again (57% in September 2026), which puts the cargo back through Bab el-Mandeb, rated a SUBSTANTIAL threat.

Where this route gets difficult
They run from the Xiamen terminal through the voyage to Sines and the Portugal import file.
Xiamen Customs now issues the packaging use-appraisal certificate for lithium batteries through the single window after automatic pre-review matching: about 10 minutes in the case reported in August 2026, against roughly half a day for the old on-site inspection. The fast path is only for products that pass pre-review as compliant and valid; anything that does not match goes back to inspection.
What Anxin does: We check the product data, UN38.3 summary and packaging codes against the application before it is submitted, so the certificate comes through pre-review rather than falling back to an on-site check.
Asia–Mediterranean services used the Red Sea 57% of the time in September 2026 according to Sea-Intelligence, compared with 27% for North Europe, so a box for Sines most probably goes via Suez and through Bab el-Mandeb. The JMIC rated that strait SUBSTANTIAL on 24 September 2026; the Houthis call their blockade selective and now hold Perim Island in the channel.
What Anxin does: We ask the carrier which routing its service to Sines uses and name it on the quote, together with any war-risk or emergency surcharge.
For Sines, EU security pre-filing happens at the other end of the voyage: the ICS2 entry summary must reach the system 24 hours before the container is loaded in Xiamen. No filing means no loading, and a missing EORI number is enough to reject it.
What Anxin does: We collect the consignee's EORI number, an HS-level goods description and the house-bill parties at booking, and make sure the party filing the ENS has them before the Xiamen cut-off.
Anyone placing batteries on the Portuguese market, importers included, registers with the Portuguese Environment Agency on SILiAmb and files an annual declaration by 31 March, counting batteries built into other products. Responsibility is met through a licensed management entity such as Electrão, or an individual system authorised by APA.
What Anxin does: We ask the Portuguese importer for its APA registration and management entity before booking, and list battery weights separately so its declaration is easy.
The Battery Regulation's due diligence obligations on cobalt, lithium, nickel and natural graphite were postponed by Regulation (EU) 2025/1561 and now apply from 18 August 2027, with Commission guidelines due by 26 July 2026. Buyers in Portugal are already asking suppliers for the supply-chain data they will need.
What Anxin does: We pass the Portugal buyer's due diligence questions to the manufacturer and keep their answers with the shipment file; the policy itself remains the producer's responsibility.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

We line up UN numbers, model names and package counts across the Xiamen filings, the booking with the carrier and the documents for Portugal before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Sines.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Application fails pre-review and falls back to on-site inspection | Xiamen Customs | Data checked against the application first | Anxin with the manufacturer |
| Security incident near Bab el-Mandeb changes the routing or adds surcharges | Southern Red Sea | Routing and surcharges stated in writing before booking | Carrier, checked by Anxin |
| Importer not registered on SILiAmb | Importer in Portugal | Registration confirmed before booking | Importer |
| ENS not filed and the box is refused at loading | Loading port, Xiamen | EORI and house-bill data passed to the filer at booking | Filer (carrier / forwarder) |
Questions
The importer's: name, registered trade name or trade mark and postal address with a contact point, on the battery or, if it is too small, on the packaging or accompanying document.
Often: in September 2026, 57% of Asia–Mediterranean services used the Red Sea routing. Bab el-Mandeb was rated a SUBSTANTIAL threat by the JMIC on 24 September 2026, so we confirm each service's routing before booking.
For products that pass automatic pre-review, Xiamen Customs issues it through the single window; the case reported in August 2026 took about 10 minutes, against about half a day for the old on-site inspection. Products that do not pass pre-review still need inspection.
