Asia – Mediterranean via Suez
Mediterranean services are the ones most likely to use Suez again (57% in September 2026), which puts the cargo back through Bab el-Mandeb, rated a SUBSTANTIAL threat.

Xiamen to Peniche
South China Sea · Malacca Strait · Indian Ocean · Bab-el-Mandeb · Suez Canal · Ionian Sea · Sicily Channel · Strait of Gibraltar
This route runs through Xiamen, the port for more than 90% of Fujian's lithium battery exports, then follows a Suez corridor that Mediterranean services are using again more than any other Asia–Europe lane; at the far end is the port of Peniche.
On the Portuguese side, APA's SILiAmb register and the EU importer checks both apply. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.

Route profile
Mediterranean services are the ones most likely to use Suez again (57% in September 2026), which puts the cargo back through Bab el-Mandeb, rated a SUBSTANTIAL threat.
Portugal's SILiAmb register at APA on top of EU duties: CE marking, the 2026 label and 2027 QR code, and ADR for the road leg.

Where this route gets difficult
Loading port first, then the sea leg, then Peniche and the Portugal market.
Xiamen MSA offers pre-review of key DG documents, a pre-loading meeting at which ship, cargo owner, terminal and agent agree deck stowage and emergency measures, and a 'one ship, one plan' checklist from gate-in to sailing. In June 2026 it reported 104 energy-storage containers of 36 tonnes each loaded for Houston on a multipurpose ship.
What Anxin does: We send the key documents for pre-review before the formal filing and bring the stowage and emergency details the meeting will ask for.
Sea-Intelligence data for September 2026 show 57% of Asia–Mediterranean services routed via the Red Sea, against 27% for North Europe. For Peniche the Suez routing is therefore the likely one, and it runs through Bab el-Mandeb, which the JMIC rated SUBSTANTIAL on 24 September 2026: the Houthis describe their blockade as selective, and they now hold Perim Island in the channel.
What Anxin does: We ask the carrier which routing its service to Peniche uses and name it on the quote, together with any war-risk or emergency surcharge.
Since 18 August 2024 a battery sold in the EU needs the CE marking and an EU declaration of conformity from its manufacturer. The declaration has to be available in the language Portugal requires, and the importer is the one who must check both before the goods are released for sale.
What Anxin does: We ask the manufacturer in China for the declaration of conformity and a photo of the CE marking on the battery or its packaging before loading, and pass them to the Portugal importer. We check that the documents exist and match the goods; we do not assess conformity.
Since 18 August 2024 a stationary battery energy storage system placed on the EU market must be safe in normal operation, and its technical documentation must show testing against the Annex V safety parameters, from thermal shock and short-circuit protection to over-discharge and thermal propagation. Buyers of ESS cabinets in Portugal increasingly ask for that file before delivery.
What Anxin does: For ESS cabinets and racks bound for Portugal we ask the manufacturer to confirm that the Annex V test documentation exists before booking and note the answer in the shipment file.
Article 11 of the Battery Regulation says that from 18 February 2027 portable batteries inside appliances must be readily removable and replaceable by the end-user using commercially available tools, without heat or solvents, except under limited derogations. Appliances sold in Portugal after that date need a design that complies.
What Anxin does: When appliances with built-in batteries are booked for Portugal we point the importer to the February 2027 date so the manufacturer answers the design question before shipment; we do not assess compliance.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Xiamen export filings, the carrier booking and the Portugal import papers. We compare all three before confirming space.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Security incident near Bab el-Mandeb changes the routing or adds surcharges | Southern Red Sea | Routing and surcharges stated in writing before booking | Carrier, checked by Anxin |
| Declaration of conformity missing or not in the required language | Importer in Portugal | Declaration and CE photo collected before loading | Manufacturer / importer |
| Storage system delivered without Annex V test file | Buyer in Portugal | Test documentation confirmed before booking | Manufacturer |
Questions
24 hours before the container is loaded in China, not before it reaches Peniche. Without it carriers do not load the box, and a filing without an EORI number is rejected.
Often: in September 2026, 57% of Asia–Mediterranean services used the Red Sea routing. Bab el-Mandeb was rated a SUBSTANTIAL threat by the JMIC on 24 September 2026, so we confirm each service's routing before booking.
For products that pass automatic pre-review, Xiamen Customs issues it through the single window; the case reported in August 2026 took about 10 minutes, against about half a day for the old on-site inspection. Products that do not pass pre-review still need inspection.
