Where this route gets difficult
They run from the Xiamen terminal through the voyage to Davao and the Philippines import file.
For large battery consignments Xiamen MSA offers pre-review of key DG documents, a pre-loading meeting where ship, cargo owner, terminal and agent agree deck stowage and emergency measures, and a 'one ship, one plan' checklist from gate-in to departure. In June 2026 it reported 104 energy-storage containers of 36 tonnes each loaded on a multipurpose ship for Houston.
What Anxin does: We send the key documents for pre-review before the formal filing and bring the stowage and emergency details the meeting will ask for.
Through the single window, Xiamen Customs now issues the lithium battery packaging use-appraisal certificate after automatic pre-review matching: roughly 10 minutes in a case reported in August 2026, compared with about half a day for the former on-site inspection. Only products that pass pre-review as compliant and valid get the fast path; mismatches return to inspection.
What Anxin does: We check the product data, UN38.3 summary and packaging codes against the application before it is submitted, so the certificate comes through pre-review rather than falling back to an on-site check.
Routes from northern China to Davao go through the Taiwan Strait, whose funnel effect makes winds 1-2 Beaufort levels stronger than outside. In winter and spring the north-east monsoon brings force 7 or more on about two-thirds of days, which is hard on a load that has not been braced.
What Anxin does: We ask for blocking and bracing photos before the container is closed in Xiamen, checked against the CINS stuffing guidance for lithium batteries.
Philippine customs want the manifest 24 hours before arrival on short voyages and 48 hours on those over 72 hours, with separate deadlines for consolidators. From Xiamen, that means the battery details must be final at booking.
What Anxin does: We give the carrier or consolidator the final cargo and DG data before sailing from Xiamen, so the Philippine manifest is filed complete.
Davao International Container Terminal is in Panabo City, Davao del Norte, with a 730 m berth for container and break-bulk vessels and a 20-hectare container yard. Trucking to the consignee and the customs arrangements depend on the discharge terminal, so it should be confirmed for Davao.
What Anxin does: We confirm the discharge terminal with the carrier and give the consignee's trucker the pick-up location with the DG details.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.
