Lithium batteries for Bergen go from Fujian's battery makers through Xiamen port. On the way they face a lane whose routing, Suez or Cape of Good Hope, is decided service by service, and they arrive at the port of Bergen.

Norway, outside the EU but inside its customs security area, now wants Digitoll data before the first call. The 6 points below are particular to this lane; each comes with what we do and the paperwork it touches.

What we need to start

  • Xiamen export
  • Online packaging appraisal
  • Digitoll house consignment
  • SafeSeaNet Norway hazardous cargo report
  • Consignee EORI

Route profile

How Xiamen → Bergen differs from other lanes

Origin port

Xiamen (Haicang / Songyu)

Fujian's battery gateway, handling more than 90% of the province's lithium battery exports, with 10-minute online packaging appraisal for compliant products and the Taiwan Strait's winter monsoon on the doorstep.

Sea corridor

Asia – North & Atlantic Europe

The map shows the Suez corridor, but in September 2026 most Asia–North Europe capacity still sails round the Cape of Good Hope.

Where this route gets difficult

6 points to plan for on the Xiamen → Bergen route

They run from the Xiamen terminal through the voyage to Bergen and the Norway import file.

  1. Origin port

Xiamen ESS on multipurpose vessels and class 9 berths

Xiamen's energy-storage transport guide 2.0 (August 2026) notes that some ESS containers sail on multipurpose ships and calls for a pre-voyage meeting with the terminal and lashing contractors. It names the terminals qualified for class 9: Xiamen Hyundai terminal, Yuanhai Tongda, and Haixiang berths 7–8.

What Anxin does: For ESS units we confirm early whether the carrier offers container-ship or multipurpose carriage, which qualified terminal is used, and who attends the pre-voyage meeting.

  2. Origin port

Strong winds in the Taiwan Strait from day one

Leaving Xiamen, ships are in the Taiwan Strait at once. A Chinese government weather account says the strait's funnel effect adds 1–2 Beaufort levels to the wind, and that the north-east monsoon of winter and spring brings force 7 or more on about two days in three. Lashing on container ships should be secured accordingly.

What Anxin does: From October to April we apply the CINS blocking and bracing checks strictly on stuffing photos before sealing.

  3. Sea corridor

Cape waters saw about a third of 2024's container losses

Round-Africa routing puts battery containers through South African waters. Of the 576 containers the World Shipping Council recorded as lost at sea in 2024, the South African Maritime Safety Authority estimates about 200, roughly 35%, went overboard near the Cape. In August 2024 alone, SAMSA reported 99 boxes lost from the CMA CGM Belem off Richards Bay and 46 from the MSC Antonio off Port St Johns in wintry weather.

What Anxin does: When the booking goes via the Cape, we apply the CINS stuffing checks (gaps, blocking, wall clearance) more strictly and ask for photos at every stage of packing.

  4. Import country

    Marking under Norway's product regulation

While Norway waits for the EU rules, batteries are marked under the Norwegian product regulation: the crossed-out waste container, Hg, Cd or Pb symbols above set thresholds, and capacity marking for certain battery types. Under the waste regulation the importer must also be a member of an approved battery return company.

What Anxin does: We compare carton and battery photos against the Norwegian marking list before loading and ask the importer to confirm its return company.

  5. Import country

    Norwegian road transport follows ADR

Under Norway's regulation on land transport of dangerous goods, ADR applies as Norwegian law on the road, including domestic journeys. A UN 3480 load leaving Bergen therefore moves as class 9, transport category 2, with tunnel restriction code (E), which the haulier has to reflect in route planning.

What Anxin does: We give the Norwegian haulier the UN number, class and package details from the sea dangerous goods declaration so the road paperwork from Bergen matches the container file.

  6. Import country

SafeSeaNet Norway needs the dangerous goods data

Ships with hazardous or noxious cargo report it in SafeSeaNet Norway no later than 24 hours before arrival at a Norwegian port, categorised correctly and backed by a manifest or cargo plan showing where the dangerous goods are stowed. That report draws on the shipper's declaration, so a mistake in Xiamen reaches Bergen intact.

What Anxin does: We check that the UN number, class and package count on our dangerous goods declaration match the booking, so the carrier's SafeSeaNet report for Bergen is built on consistent data.

Documents & compliance

Checklist for Xiamen → Bergen

Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

At the Xiamen end

  • For ESS: carriage type (container ship or multipurpose), class 9 terminal and pre-voyage meeting confirmed
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • Waste container symbol and capacity marking checked against Norwegian rules
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report

For the carrier and the voyage

  • Routing (Suez or Cape of Good Hope) and any transhipment port stated on the booking confirmation
  • Dangerous goods data consistent for the carrier's SafeSeaNet Norway report
  • UN 38.3 test summary for every cell and battery type

For the importer in Norway

  • Norwegian haulier briefed with UN 3480 class 9 and tunnel code (E)
  • Return company (producer responsibility) membership of the Norwegian importer
  • House consignment data for Digitoll and the TVINN declarant confirmed before arrival

Before you book

Match the details first

We line up UN numbers, model names and package counts across the Xiamen filings, the booking with the carrier and the documents for Norway before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Bergen.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Xiamen → Bergen: questions we are asked

Since 15 September 2026 vessel and cargo information must be filed digitally at least 24 hours before the first Norwegian call, and the importer's TVINN declaration is due by arrival at the discharge port.

It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.

Yes. Xiamen MSA reported 104 ESS containers of 36 tonnes each loaded for Houston in June 2026. Xiamen's ESS guide 2.0 requires a pre-voyage meeting and use of a class 9 qualified terminal.
