Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Penang and at customs in Malaysia.
Xiamen's energy-storage transport guide 2.0 (August 2026) notes that some ESS containers sail on multipurpose ships and calls for a pre-voyage meeting with the terminal and lashing contractors. It names the terminals qualified for class 9: Xiamen Hyundai terminal, Yuanhai Tongda, and Haixiang berths 7–8.
What Anxin does: For ESS units we confirm early whether the carrier offers container-ship or multipurpose carriage, which qualified terminal is used, and who attends the pre-voyage meeting.
Through the single window, Xiamen Customs now issues the lithium battery packaging use-appraisal certificate after automatic pre-review matching: roughly 10 minutes in a case reported in August 2026, compared with about half a day for the former on-site inspection. Only products that pass pre-review as compliant and valid get the fast path; mismatches return to inspection.
What Anxin does: We check the product data, UN38.3 summary and packaging codes against the application before it is submitted, so the certificate comes through pre-review rather than falling back to an on-site check.
ReCAAP counted 21 armed-robbery incidents in the Straits of Malacca and Singapore in the first half of 2026, 74% down on a year earlier but still 60% of all cases in Asia. Most were opportunistic night-time thefts of engine spares or scrap in the eastbound traffic lane, against bulk carriers and barges; a container ship bound for Penang is a less usual target but shares the lanes and anchorages.
What Anxin does: We keep the carrier's name and the vessel on the booking record for Penang, so any incident report or delay notice from the carrier can be matched to the shipment at once.
Malaysia's Energy Commission regulates 34 categories of electrical equipment, adapters and chargers among them. An importer bringing them into Penang needs a regulation 97 Certificate of Approval and regulation 98 labelling.
What Anxin does: When chargers or adapters are packed with the batteries, we ask the importer for the Certificate of Approval and check the label on product photos before loading in Xiamen.
SIRIM issued a guideline for battery energy storage systems in September 2025. It is voluntary, but buyers and project owners in Malaysia may ask for it, so it is worth agreeing before shipment which documents will accompany an ESS container to Penang.
What Anxin does: For energy-storage systems we ask the buyer early whether it wants documents that follow the SIRIM guideline, so they travel with the shipment.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Xiamen export filings, the carrier booking and the Malaysia import papers. We compare all three before confirming space.
