Where this route gets difficult

5 points to plan for on the Xiamen → Bintulu route

In the order the cargo meets them: at the loading port, at sea, at Bintulu and at customs in Malaysia.

  1. Origin port

    Pre-loading meeting and a ship plan at Xiamen

    For large battery consignments Xiamen MSA offers pre-review of key DG documents, a pre-loading meeting where ship, cargo owner, terminal and agent agree deck stowage and emergency measures, and a 'one ship, one plan' checklist from gate-in to departure. In June 2026 it reported 104 energy-storage containers of 36 tonnes each loaded on a multipurpose ship for Houston.

    What Anxin does: We send the key documents for pre-review before the formal filing and bring the stowage and emergency details the meeting will ask for.

  2. Origin port

    Strong winds in the Taiwan Strait from day one

    Leaving Xiamen, ships are in the Taiwan Strait at once. A Chinese government weather account says the strait's funnel effect adds 1–2 Beaufort levels to the wind, and that the north-east monsoon of winter and spring brings force 7 or more on about two days in three. Lashing on container ships should be secured accordingly.

    What Anxin does: From October to April we apply the CINS blocking and bracing checks strictly on stuffing photos before sealing.

  3. Sea corridor

    Typhoons close ports on both ends of the route

    Western North Pacific typhoons average 25.1 a year (JMA, 1991-2020), with August and September the busiest months. For Bintulu the risk is less the sea passage than a port closure in Xiamen or on arrival, which moves the box and its DG declaration to a later ship.

    What Anxin does: In typhoon months we check the carrier's DG acceptance for the next two vessels as well, so a rolled container can be refiled quickly rather than rebooked from scratch.

  4. Import country

    Chargers and adapters need an Energy Commission approval

    Adapters and chargers are among the 34 categories of regulated electrical equipment in Malaysia. Importing them needs a Certificate of Approval from the Energy Commission under regulation 97, and they must carry the label required by regulation 98, so a battery product shipped with its charger to Bintulu needs both.

    What Anxin does: When chargers or adapters are packed with the batteries, we ask the importer for the Certificate of Approval and check the label on product photos before loading in Xiamen.

  5. Import country

    BESS: a voluntary SIRIM guideline

    SIRIM issued a guideline for battery energy storage systems in September 2025. It is voluntary, but buyers and project owners in Malaysia may ask for it, so it is worth agreeing before shipment which documents will accompany an ESS container to Bintulu.

    What Anxin does: For energy-storage systems we ask the buyer early whether it wants documents that follow the SIRIM guideline, so they travel with the shipment.

Documents to line up for Xiamen → Bintulu

Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

Questions about shipping from Xiamen to Bintulu

Yes. Adapters and chargers are regulated equipment; the importer needs an Energy Commission Certificate of Approval and the required label.

It waits or moves to the next vessel. The dangerous goods declaration has to be refiled for that vessel, which is why we check DG acceptance for a back-up sailing in typhoon months.

For products that pass automatic pre-review, Xiamen Customs issues it through the single window; the case reported in August 2026 took about 10 minutes, against about half a day for the old on-site inspection. Products that do not pass pre-review still need inspection.
