South China Sea · Malacca Strait · Andaman Sea · Indian Ocean · Arabian Sea · Gulf of Oman · Strait of Hormuz · Persian Gulf
From Xiamen to Shuwaikh, cargo moves through Xiamen, the port for more than 90% of Fujian's lithium battery exports, crosses an Arabian Sea passage where GNSS interference is reported off the Gulf of Oman, and is discharged at the port of Shuwaikh.
On the Kuwaiti side the import licence holder must be named on the bill of lading and the invoice legalised. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.
What we need to start
Route profile
Fujian's battery gateway, handling more than 90% of the province's lithium battery exports, with 10-minute online packaging appraisal for compliant products and the Taiwan Strait's winter monsoon on the doorstep.
Kuwait clears only through local agents, and the licence holder's name has to be on the bill of lading.

Where this route gets difficult
Loading port first, then the sea leg, then Shuwaikh and the Kuwait market.
Through the single window, Xiamen Customs now issues the lithium battery packaging use-appraisal certificate after automatic pre-review matching: roughly 10 minutes in a case reported in August 2026, compared with about half a day for the former on-site inspection. Only products that pass pre-review as compliant and valid get the fast path; mismatches return to inspection.
What Anxin does: We check the product data, UN38.3 summary and packaging codes against the application before it is submitted, so the certificate comes through pre-review rather than falling back to an on-site check.
Leaving Xiamen, ships are in the Taiwan Strait at once. A Chinese government weather account says the strait's funnel effect adds 1–2 Beaufort levels to the wind, and that the north-east monsoon of winter and spring brings force 7 or more on about two days in three. Lashing on container ships should be secured accordingly.
What Anxin does: From October to April we apply the CINS blocking and bracing checks strictly on stuffing photos before sealing.
The JMIC rated the Strait of Hormuz SEVERE on 24 September 2026, with attacks considered highly likely; one attack on 21–23 September killed a crew member on the bulk carrier CAPE DAO. Traffic is well below the 2025 average of about 138 ships a day, and neutral ships face visit-and-search checks under the US blockade of Iranian ports. Every sailing to Shuwaikh passes through it.
What Anxin does: We ask each carrier whether it is currently calling at Shuwaikh, by which route and with what war-risk or emergency surcharge, and get that in writing before booking.
Kuwait Customs deals only with local agents, who clear goods with a letter of representation and an end-user letter. The importer's agent therefore needs both letters, as well as the DG documents, before the container is discharged at Shuwaikh.
What Anxin does: We confirm the importer's customs agent at booking and send it the DG declaration and SDS together with the commercial documents.
Kuwait asks for a commercial invoice in one original and two copies, legalised by a chamber of commerce, a legalised certificate of origin, a stamped packing list and three copies of the bill of lading. Legalisation happens in China before the documents travel, so it has to be planned alongside the booking.
What Anxin does: We start the chamber legalisation of the invoice and certificate of origin in China as soon as the invoice is final, so the originals reach the Kuwaiti agent before the ship arrives in Shuwaikh.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Xiamen filings, the carrier booking and the Kuwait import file. We check the three against each other before the booking is confirmed.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Application fails pre-review and falls back to on-site inspection | Xiamen Customs | Data checked against the application first | Anxin with the manufacturer |

Questions
Yes. The commercial invoice (one original and two copies) and the certificate of origin must be legalised; the packing list is stamped and three copies of the bill of lading are needed.
Traffic continues but at reduced levels: the JMIC rated Hormuz SEVERE on 24 September 2026, below the 2025 average of about 138 ships a day. We confirm each carrier's current call pattern and surcharges before booking.
For products that pass automatic pre-review, Xiamen Customs issues it through the single window; the case reported in August 2026 took about 10 minutes, against about half a day for the old on-site inspection. Products that do not pass pre-review still need inspection.
