Where this route gets difficult

What to watch between Xiamen and Shuaiba: 5 points

In the order the cargo meets them: at the loading port, at sea, at Shuaiba and at customs in Kuwait.

  1. Origin port

    Pre-loading meeting and a ship plan at Xiamen

    For large battery consignments Xiamen MSA offers pre-review of key DG documents, a pre-loading meeting where ship, cargo owner, terminal and agent agree deck stowage and emergency measures, and a 'one ship, one plan' checklist from gate-in to departure. In June 2026 it reported 104 energy-storage containers of 36 tonnes each loaded on a multipurpose ship for Houston.

    What Anxin does: We send the key documents for pre-review before the formal filing and bring the stowage and emergency details the meeting will ask for.

  2. Origin port

    Xiamen ESS on multipurpose vessels and class 9 berths

    Xiamen's energy-storage transport guide 2.0 (August 2026) notes that some ESS containers sail on multipurpose ships and calls for a pre-voyage meeting with the terminal and lashing contractors. It names the terminals qualified for class 9: Xiamen Hyundai terminal, Yuanhai Tongda, and Haixiang berths 7–8.

    What Anxin does: For ESS units we confirm early whether the carrier offers container-ship or multipurpose carriage, which qualified terminal is used, and who attends the pre-voyage meeting.

  3. Sea corridor

    Hormuz rated SEVERE in September 2026

    The JMIC rated the Strait of Hormuz SEVERE on 24 September 2026, with attacks considered highly likely; one attack on 21–23 September killed a crew member on the bulk carrier CAPE DAO. Traffic is well below the 2025 average of about 138 ships a day, and neutral ships face visit-and-search checks under the US blockade of Iranian ports. Every sailing to Shuaiba passes through it.

    What Anxin does: We ask each carrier whether it is currently calling at Shuaiba, by which route and with what war-risk or emergency surcharge, and get that in writing before booking.

  4. Import country

    Invoice and certificate legalised in China

    The Kuwaiti document set is formal: an original and two copies of the invoice with chamber legalisation, a legalised certificate of origin, a stamped packing list and three bill of lading copies.

    What Anxin does: We start the chamber legalisation of the invoice and certificate of origin in China as soon as the invoice is final, so the originals reach the Kuwaiti agent before the ship arrives in Shuaiba.

  5. Import country

    The licence holder's name must be on the bill of lading

    Kuwait issues import licences only to Kuwaiti citizens or Kuwait-based brokers registered with the Ministry of Commerce and Industry, valid for a year and for multiple shipments, and the bill of lading has to carry the licence holder's name. A B/L consigned to a foreign buyer or to order does not match the licence at Shuaiba.

    What Anxin does: We ask the buyer for the licence holder's exact company name before the bill of lading is drafted and use it as consignee.

  • Condition statement: new, used, damaged/defective (SP376) or for recycling (SP377)
  • UN 38.3 test summary for every cell and battery type

For the importer in Kuwait

  • Import licence holder's name as consignee on the bill of lading
  • Letter of representation and end-user letter for the local customs agent
