Where this route gets difficult
Listed from loading in Xiamen to import into Japan, each with what we do about it.
Xiamen's energy-storage transport guide 2.0 (August 2026) notes that some ESS containers sail on multipurpose ships and calls for a pre-voyage meeting with the terminal and lashing contractors. It names the terminals qualified for class 9: Xiamen Hyundai terminal, Yuanhai Tongda, and Haixiang berths 7–8.
What Anxin does: For ESS units we confirm early whether the carrier offers container-ship or multipurpose carriage, which qualified terminal is used, and who attends the pre-voyage meeting.
For large battery consignments Xiamen MSA offers pre-review of key DG documents, a pre-loading meeting where ship, cargo owner, terminal and agent agree deck stowage and emergency measures, and a 'one ship, one plan' checklist from gate-in to departure. In June 2026 it reported 104 energy-storage containers of 36 tonnes each loaded on a multipurpose ship for Houston.
What Anxin does: We send the key documents for pre-review before the formal filing and bring the stowage and emergency details the meeting will ask for.
Routes that use the Taiwan Strait meet its funnel-effect winds, 1–2 Beaufort levels stronger than outside; in winter and spring the north-east monsoon brings force 7 or more on about two-thirds of days.
What Anxin does: From October to April we apply the CINS blocking and bracing checks strictly on stuffing photos.
Under Japan's Port Regulations Act a ship carrying dangerous goods of the categories MLIT lists must seek the port captain's directions outside the port limits before entering a specified port such as Kitakyushu, anchor or moor where the captain says, and get permission to load, transship or unload them. The ship's side needs accurate DG data well before arrival.
What Anxin does: We confirm the DG class, UN number and quantities on the carrier's manifest before sailing, so the ship's agent has what it needs for the port captain.
Both the master and house bills for a container to Kitakyushu have to be reported to Japan Customs through NACCS before the ship leaves Xiamen, as a rule 24 hours ahead. Customs screens the data and can order that high-risk cargo not be unloaded.
What Anxin does: We send the house B/L data, with the UN number and a precise battery description, to whoever files it well before the cut-off in Xiamen.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.
