Lithium batteries for Naples go through Xiamen, the port for more than 90% of Fujian's lithium battery exports. On the way they face a Bab el-Mandeb and Suez passage into the Mediterranean, and they arrive at the port of Naples.

Italy expects the producer to be on the Chambers of Commerce battery register before the first sale. The 6 points below are particular to this lane; each comes with what we do and the paperwork it touches.

What we need to start

  • Xiamen export
  • Online packaging appraisal
  • Registro pile number
  • Italian-language safety information
  • Consignee EORI

Route profile

How Xiamen → Naples differs from other lanes

Sea corridor

Asia – Mediterranean via Suez

Mediterranean services are the ones most likely to use Suez again (57% in September 2026), which puts the cargo back through Bab el-Mandeb, rated a SUBSTANTIAL threat.

Where this route gets difficult

6 pain points from Xiamen to Naples

Listed from loading in Xiamen to import into Italy, each with what we do about it.

  1. Origin port

Xiamen's 10-minute packaging appraisal only works for clean data

Xiamen Customs now issues the packaging use-appraisal certificate for lithium batteries through the single window after automatic pre-review matching: about 10 minutes in the case reported in August 2026, against roughly half a day for the old on-site inspection. The fast path is only for products that pass pre-review as compliant and valid; anything that does not match goes back to inspection.

What Anxin does: We check the product data, UN38.3 summary and packaging codes against the application before it is submitted, so the certificate comes through pre-review rather than falling back to an on-site check.

  2. Origin port

Xiamen ESS on multipurpose vessels and class 9 berths

Xiamen's energy-storage transport guide 2.0 (August 2026) notes that some ESS containers sail on multipurpose ships and calls for a pre-voyage meeting with the terminal and lashing contractors. It names the terminals qualified for class 9: Xiamen Hyundai terminal, Yuanhai Tongda, and Haixiang berths 7–8.

What Anxin does: For ESS units we confirm early whether the carrier offers container-ship or multipurpose carriage, which qualified terminal is used, and who attends the pre-voyage meeting.

  3. Sea corridor

Mediterranean services are back in the Red Sea more than others

Sea-Intelligence data for September 2026 show 57% of Asia–Mediterranean services routed via the Red Sea, against 27% for North Europe. For Naples the Suez routing is therefore the likely one, and it runs through Bab el-Mandeb, which the JMIC rated SUBSTANTIAL on 24 September 2026: the Houthis describe their blockade as selective, and they now hold Perim Island in the channel.

What Anxin does: We ask the carrier which routing its service to Naples uses and name it on the quote, together with any war-risk or emergency surcharge.

  4. Import country

The ICS2 entry summary is due before loading in Xiamen

For Naples, EU security pre-filing happens at the other end of the voyage: the ICS2 entry summary must reach the system 24 hours before the container is loaded in Xiamen. No filing means no loading, and a missing EORI number is enough to reject it.

What Anxin does: We collect the consignee's EORI number, an HS-level goods description and the house-bill parties at booking, and make sure the party filing the ENS has them before the Xiamen cut-off.

  5. Import country

Battery label from August 2026, QR code from February 2027

Two marking dates fall into current shipping plans for Italy: the general label from 18 August 2026 and the QR code from 18 February 2027, which for EV, LMT and larger industrial batteries has to open the battery passport.

What Anxin does: Before booking we ask the Italy importer to confirm the battery category and whether the label and QR-code elements are already on the goods, and compare carton photos with that answer.

  6. Import country

The truck leg out of Naples runs under ADR

Road delivery from Naples is an ADR movement, because the EU applies ADR to domestic journeys through Directive 2008/68/EC. For UN 3480 that means class 9, transport category 2 and tunnel code (E), which restricts the route through category E tunnels; batteries found damaged at unloading move to special provision 376 packing (P908 or P911).

What Anxin does: We give the Italy haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Xiamen.

Documents & compliance

Documents to line up for Xiamen → Naples

Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

At the Xiamen end

  • Packaging appraisal data (product, UN38.3 summary, packaging codes) checked before single-window submission
  • For ESS: carriage type (container ship or multipurpose), class 9 terminal and pre-voyage meeting confirmed
  • Container packing certificate signed by a certified packing inspector after supervised stuffing
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)

For the shipping line

  • Routing (Red Sea or Cape) and any war-risk surcharge stated on the booking
  • Consignee EORI and HS-level description to the ENS filer before loading
  • UN 38.3 test summary for every cell and battery type

For import into Italy

  • Label and QR-code status against the August 2026 and February 2027 dates
  • Italian battery register number of the producer or its representative
  • Instructions and safety information in the language Italy requires

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Xiamen filings, the carrier booking and the Italy import file. We check the three against each other before the booking is confirmed.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Common questions on the Xiamen → Naples route

Not directly. A producer not established in Italy registers through its own representative in Italy, whose Chamber of Commerce handles the filing on registropile.it with a digital signature.

Often: in September 2026, 57% of Asia–Mediterranean services used the Red Sea routing. Bab el-Mandeb was rated a SUBSTANTIAL threat by the JMIC on 24 September 2026, so we confirm each service's routing before booking.

Yes. Xiamen MSA reported 104 ESS containers of 36 tonnes each loaded for Houston in June 2026. Xiamen's ESS guide 2.0 requires a pre-voyage meeting and use of a class 9 qualified terminal.
