This route runs out of Xiamen's Haicang and Songyu terminals on the Taiwan Strait, then follows a Southeast Asian sea passage with no canal on the way; at the far end is the port of Tanjung Priok.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Tanjung Priok and at customs in Indonesia.
Through the single window, Xiamen Customs now issues the lithium battery packaging use-appraisal certificate after automatic pre-review matching: roughly 10 minutes in a case reported in August 2026, compared with about half a day for the former on-site inspection. Only products that pass pre-review as compliant and valid get the fast path; mismatches return to inspection.
What Anxin does: We check the product data, UN38.3 summary and packaging codes against the application before it is submitted, so the certificate comes through pre-review rather than falling back to an on-site check.
For large battery consignments Xiamen MSA offers pre-review of key DG documents, a pre-loading meeting where ship, cargo owner, terminal and agent agree deck stowage and emergency measures, and a 'one ship, one plan' checklist from gate-in to departure. In June 2026 it reported 104 energy-storage containers of 36 tonnes each loaded on a multipurpose ship for Houston.
What Anxin does: We send the key documents for pre-review before the formal filing and bring the stowage and emergency details the meeting will ask for.
The Japan Meteorological Agency counts an average of 25.1 typhoons a year in the western North Pacific, most of them in August and September. On the run to Tanjung Priok a storm can shut the loading port in China or the discharge port for a day or more, and the dangerous goods filings then have to follow the box to its next vessel.
What Anxin does: In typhoon months we check the carrier's DG acceptance for the next two vessels as well, so a rolled container can be refiled quickly rather than rebooked from scratch.
Permenperin 69/2024 made the SNI standard mandatory for primary batteries from 20 May 2025. Primary cells shipped to Tanjung Priok without SNI certification and marking cannot be imported or sold, which matters for mixed shipments of devices and spare cells.
What Anxin does: When a shipment includes primary cells, we ask the importer for the SNI certificate and check the marking on carton photos before loading.
Permendag 24/2025 treats batteries that are not new as controlled imports: the importer needs a business number with an API-P, an import approval and a surveyor's report, all through INSW. Refurbished or second-life packs for Tanjung Priok cannot simply be booked as general cargo.
What Anxin does: We ask whether the batteries are new at quotation, and for anything used we wait for the importer's approval before booking.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Xiamen filings, the carrier booking and the Indonesia import file. We check the three against each other before the booking is confirmed.

Questions
Primary batteries have needed SNI certification and marking since 20 May 2025. Lithium-ion packs should be checked by the importer against the current SNI list.
It waits or moves to the next vessel. The dangerous goods declaration has to be refiled for that vessel, which is why we check DG acceptance for a back-up sailing in typhoon months.
For products that pass automatic pre-review, Xiamen Customs issues it through the single window; the case reported in August 2026 took about 10 minutes, against about half a day for the old on-site inspection. Products that do not pass pre-review still need inspection.
