Lithium batteries for Panjang go out of Xiamen's Haicang and Songyu terminals on the Taiwan Strait. On the way they face a Southeast Asian sea passage with no canal on the way, and they arrive at the port of Panjang.
On the Indonesian side the importer's approvals matter: SNI for primary cells and an import approval for used batteries. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

Where this route gets difficult
Loading port first, then the sea leg, then Panjang and the Indonesia market.
Xiamen's energy-storage transport guide 2.0 (August 2026) notes that some ESS containers sail on multipurpose ships and calls for a pre-voyage meeting with the terminal and lashing contractors. It names the terminals qualified for class 9: Xiamen Hyundai terminal, Yuanhai Tongda, and Haixiang berths 7–8.
What Anxin does: For ESS units we confirm early whether the carrier offers container-ship or multipurpose carriage, which qualified terminal is used, and who attends the pre-voyage meeting.
Xiamen Customs now issues the packaging use-appraisal certificate for lithium batteries through the single window after automatic pre-review matching: about 10 minutes in the case reported in August 2026, against roughly half a day for the old on-site inspection. The fast path is only for products that pass pre-review as compliant and valid; anything that does not match goes back to inspection.
What Anxin does: We check the product data, UN38.3 summary and packaging codes against the application before it is submitted, so the certificate comes through pre-review rather than falling back to an on-site check.
From about November to March the north-east monsoon drives rough seas across the southern South China Sea; MetMalaysia issues strong-wind and rough-sea warnings for the waters off Peninsular Malaysia's east coast, Sarawak and Sabah. A container for Panjang spends part of its voyage there.
What Anxin does: For winter sailings we pay particular attention to how battery cartons are stacked and secured, and ask the packing site for photos of each tier before the doors are closed.
Under PMK 158 the carrier notifies arrival 24 hours ahead and files the inward manifest before unloading. For a battery container from Xiamen, the manifest's description has to match the DG papers exactly.
What Anxin does: We give the carrier final cargo data, HS code and UN number before sailing from Xiamen, so the Indonesian manifest matches the DG declaration.
Permendag 24/2025 treats batteries that are not new as controlled imports: the importer needs a business number with an API-P, an import approval and a surveyor's report, all through INSW. Refurbished or second-life packs for Panjang cannot simply be booked as general cargo.
What Anxin does: We ask whether the batteries are new at quotation, and for anything used we wait for the importer's approval before booking.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Xiamen filings, the carrier booking and the Indonesia import file. We check the three against each other before the booking is confirmed.
