From Xiamen to Kamarajar, cargo moves through Xiamen, the port for more than 90% of Fujian's lithium battery exports, crosses an Indian Ocean passage after the Malacca Strait, and is discharged at the port of Kamarajar.
In India the BIS R-number must match the manufacturer, model and factory on crsbis.in. The 6 points below are particular to this lane; each comes with what we do and the paperwork it touches.
What we need to start
Route profile
Fujian's battery gateway, handling more than 90% of the province's lithium battery exports, with 10-minute online packaging appraisal for compliant products and the Taiwan Strait's winter monsoon on the doorstep.
An Indian Ocean route: rough south-west monsoon seas from June to September and cyclone windows in April-May and October-December.

Where this route gets difficult
Listed from loading in Xiamen to import into India, each with what we do about it.
Through the single window, Xiamen Customs now issues the lithium battery packaging use-appraisal certificate after automatic pre-review matching: roughly 10 minutes in a case reported in August 2026, compared with about half a day for the former on-site inspection. Only products that pass pre-review as compliant and valid get the fast path; mismatches return to inspection.
What Anxin does: We check the product data, UN38.3 summary and packaging codes against the application before it is submitted, so the certificate comes through pre-review rather than falling back to an on-site check.
Leaving Xiamen, ships are in the Taiwan Strait at once. A Chinese government weather account says the strait's funnel effect adds 1–2 Beaufort levels to the wind, and that the north-east monsoon of winter and spring brings force 7 or more on about two days in three. Lashing on container ships should be secured accordingly.
What Anxin does: From October to April we apply the CINS blocking and bracing checks strictly on stuffing photos before sealing.
From June to September the south-west monsoon brings rough seas to the Arabian Sea and the Bay of Bengal. A container heading for Kamarajar in those months meets heavy rolling, which loosens a poorly braced load.
What Anxin does: In monsoon months we check blocking and bracing strictly on stuffing photos before sealing.
Indian customs now verify BIS registrations online (CBIC Instruction 27/2025). If the manufacturer, model or factory location on the documents for Kamarajar differs from crsbis.in, or the registration is deferred or cancelled, the goods are not cleared.
What Anxin does: We compare the model numbers and factory address on the invoice with the registration shown on crsbis.in before the goods leave Xiamen.
The India Meteorological Department describes October to December as Tamil Nadu's main rainy season, with onset around 20 October and nearly half the state's annual rainfall. Heavy rain at Kamarajar slows cargo work and inland trucking.
What Anxin does: For arrivals at Kamarajar in the north-east monsoon we tell the consignee to expect rain delays and keep documents filed early.
Under Section 46 of the Customs Act, the Bill of Entry for Kamarajar must be filed by the end of the day before arrival, and can go in 30 days ahead. Late filing means charges, so documents from Xiamen need to reach the broker early.
What Anxin does: We send the importer's broker the invoice, packing list and BIS details as soon as the ship sails from Xiamen, so the Bill of Entry can be filed early.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Xiamen export filings, the carrier booking and the India import papers. We compare all three before confirming space.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions
They verify the registration on crsbis.in, including manufacturer, model and factory location, and refuse deferred or cancelled registrations.
The India Meteorological Department describes two North Indian Ocean seasons, April–May and October–December, the latter being the main one.
For products that pass automatic pre-review, Xiamen Customs issues it through the single window; the case reported in August 2026 took about 10 minutes, against about half a day for the old on-site inspection. Products that do not pass pre-review still need inspection.
