Where this route gets difficult

5 pain points from Xiamen to Rostock

Listed from loading in Xiamen to import into Germany, each with what we do about it.

  1. Origin port

    The Taiwan Strait's winter monsoon starts at the port

    Ships leaving Xiamen enter the Taiwan Strait straight away. A Chinese government weather account notes that the strait's funnel effect makes winds 1–2 Beaufort levels stronger than outside it, and that the winter and spring north-east monsoon brings force 7 or stronger winds on about two-thirds of days. Container ships are advised to secure lashing.

    What Anxin does: From October to April we apply the CINS blocking and bracing checks strictly on stuffing photos before sealing.

  2. Origin port

    Xiamen MSA's 'one ship, one plan' for large battery cargo

    Xiamen MSA offers pre-review of key DG documents, a pre-loading meeting at which ship, cargo owner, terminal and agent agree deck stowage and emergency measures, and a 'one ship, one plan' checklist from gate-in to sailing. In June 2026 it reported 104 energy-storage containers of 36 tonnes each loaded for Houston on a multipurpose ship.

    What Anxin does: We send the key documents for pre-review before the formal filing and bring the stowage and emergency details the meeting will ask for.

  3. Sea corridor

    The inbound leg's emissions now count under EU ETS

    Because Rostock is an EU port, container ships of 5,000 GT or more calling there fall under the EU Emissions Trading System, which covers half the emissions of the voyage from China. Lines surrendered allowances for 70% of those emissions in 2025 and must cover 100% from 2027, a cost that can reach shippers as a surcharge.

    What Anxin does: We ask for the emissions surcharge to be shown as its own line in the quote, with the basis the carrier uses, so that successive quotes can be compared like for like.

  4. Import country

    Label, QR code and passport dates under Regulation (EU) 2023/1542

    The Battery Regulation phases in the information a battery must carry. The general information label applies from 18 August 2026 (or 18 months after the label-format implementing act, if that comes later), and every battery needs a QR code from 18 February 2027. For EV, light-means-of-transport and industrial batteries above 2 kWh, that QR code must open a battery passport. Where the battery is too small, the label goes on the packaging and documents instead. Stock that leaves Xiamen without these elements cannot simply be relabelled on the quay in Rostock.

    What Anxin does: Before booking we ask the Germany importer to confirm which battery category the goods fall into and that label, QR code and passport data are settled. We check carton and label photos against that answer; we do not certify conformity.

  5. Import country

    User-replaceable batteries in appliances from 18 February 2027

    Article 11 of the Battery Regulation says that from 18 February 2027 portable batteries inside appliances must be readily removable and replaceable by the end-user using commercially available tools, without heat or solvents, except under limited derogations. Appliances sold in Germany after that date need a design that complies.

    What Anxin does: When appliances with built-in batteries are booked for Germany we point the importer to the February 2027 date so the manufacturer answers the design question before shipment; we do not assess compliance.

Documents & compliance

Documents to line up for Xiamen → Rostock

Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

  • For ESS: carriage type (container ship or multipurpose), class 9 terminal and pre-voyage meeting confirmed

  • Battery Regulation label / QR-code status, and battery passport where the battery is EV, LMT or industrial above 2 kWh
  • Producer / authorised representative for Germany and the Batt-Reg.-Nr. DE for each brand and battery category
  • Confirmation that the battery category's OfH participation is in place (BattDG)

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Xiamen filings, the carrier booking and the Germany import file. We check the three against each other before the booking is confirmed.

Questions

Xiamen → Rostock: questions we are asked

Under ICS2 Release 3 the entry summary declaration for deep-sea containers is due 24 hours before loading at the departure port, and carriers do not load boxes without it. The consignee's EORI number and the house bill of lading parties are part of that data set.

Often, but it depends on the service. The Baltic is reached through the Danish straits, and we ask the carrier to name any transhipment port and confirm DG acceptance for each vessel.

For products that pass automatic pre-review, Xiamen Customs issues it through the single window; the case reported in August 2026 took about 10 minutes, against about half a day for the old on-site inspection. Products that do not pass pre-review still need inspection.
