  1. Origin port

    Xiamen's fast appraisal needs matching data

    Through the single window, Xiamen Customs now issues the lithium battery packaging use-appraisal certificate after automatic pre-review matching: roughly 10 minutes in a case reported in August 2026, compared with about half a day for the former on-site inspection. Only products that pass pre-review as compliant and valid get the fast path; mismatches return to inspection.

    What Anxin does: We check the product data, UN38.3 summary and packaging codes against the application before it is submitted, so the certificate comes through pre-review rather than falling back to an on-site check.

  2. Origin port

    Pre-loading meeting and a ship plan at Xiamen

    For large battery consignments Xiamen MSA offers pre-review of key DG documents, a pre-loading meeting where ship, cargo owner, terminal and agent agree deck stowage and emergency measures, and a 'one ship, one plan' checklist from gate-in to departure. In June 2026 it reported 104 energy-storage containers of 36 tonnes each loaded on a multipurpose ship for Houston.

    What Anxin does: We send the key documents for pre-review before the formal filing and bring the stowage and emergency details the meeting will ask for.

  3. China export

    Two maritime filings and a signed packing certificate before loading

    Every lithium battery container leaving Xiamen needs a cargo safe-carriage report and a ship's dangerous goods permit filed with the Maritime Safety Administration by a certified declarant, and a container packing certificate signed by a certified inspector who watched the stuffing. Separately, customs must have appraised the packaging in use; export of dangerous goods in unappraised packaging is not allowed.

    What Anxin does: We work only with packing sites and declarants holding the required certificates, and we collect the packaging use-appraisal result before the container is stuffed.

  4. Sea corridor

    Suez first, and Bab el-Mandeb before that

    The Black Sea is reached through Suez. Mediterranean-type services used the Red Sea routing 57% of the time in September 2026, and the JMIC rated Bab el-Mandeb SUBSTANTIAL, with the Houthis holding Perim Island in the channel.

    What Anxin does: We ask the carrier which routing the service uses and name it on the quote.

  5. Sea corridor

    A dangerous-cargo sailing plan 24 hours before the Bosporus

    Ships carrying dangerous cargo must file a Sailing Plan 1 with the Turkish Straits VTS at least 24 hours before entering the straits, declaring the dangerous goods classes on board. A class 9 battery container is part of that declaration, so late or wrong DG data on the manifest can hold the ship up at the entrance.

    What Anxin does: We make sure the DG manifest data (UN number, class, quantity, container number) are final and match the booking before the vessel leaves the last port before the straits.

The 30% ceiling is an air-transport rule (IATA PI 965 for lithium-ion batteries shipped alone). The sea guidance we rely on sets no general 30% cap for UN3480 or UN3481, but a carrier may set its own condition, so we confirm it at booking.
