Lithium batteries for Saint-Malo go out of Xiamen's Haicang and Songyu terminals on the Taiwan Strait. On the way they face a lane whose routing, Suez or Cape of Good Hope, is decided service by service, and they arrive at the port of Saint-Malo.
France asks for a batteries IDU and eco-organisme membership before the first sale. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.
What we need to start
Route profile
The map shows the Suez corridor, but in September 2026 most Asia–North Europe capacity still sails round the Cape of Good Hope.
An IDU from SYDEREP for the batteries stream, eco-organisme membership now required for every battery category, and the EU-wide CE and label duties.

Where this route gets difficult
They run from the Xiamen terminal through the voyage to Saint-Malo and the France import file.
Through the single window, Xiamen Customs now issues the lithium battery packaging use-appraisal certificate after automatic pre-review matching: roughly 10 minutes in a case reported in August 2026, compared with about half a day for the former on-site inspection. Only products that pass pre-review as compliant and valid get the fast path; mismatches return to inspection.
What Anxin does: We check the product data, UN38.3 summary and packaging codes against the application before it is submitted, so the certificate comes through pre-review rather than falling back to an on-site check.
The corridor on this page is drawn through Bab-el-Mandeb and the Suez Canal. In practice, Sea-Intelligence data for September 2026 put Red Sea routing on the Asia–Europe head-haul at 13–25%: 27% for services to North Europe and 57% for Mediterranean services. Which service calls at Saint-Malo decides whether the box goes through Suez or round the Cape of Good Hope, and the two routings differ in length, in the waters crossed and in the ports where a box might be transhipped.
What Anxin does: We ask the carrier to state the routing and any transhipment port on the booking confirmation, and we quote the two routings separately when both are on offer rather than mixing them.
Every producer in a French REP stream has needed a unique identifier since 2022, and it is the proof of registration in ADEME's SYDEREP register. When the producer joins an eco-organisme, the eco-organisme does the registration; the IDU then has to appear in the terms of sale or on the website and be given to buyers who ask.
What Anxin does: We ask the French importer for the batteries-stream IDU of whoever acts as producer before we book, so the buyer's own IDU check does not stop the goods after they reach Saint-Malo.
Until 2025 the French batteries stream covered portable batteries. From 18 August 2025 producers of all five categories, including industrial and EV batteries, must join an approved eco-organisme or have an individual system approved. Batribox and ecosystem hold approvals for all categories to the end of 2030; Corepile's members now deal with ecosystem.
What Anxin does: For storage and industrial packs we ask which eco-organisme covers the category, because an ESS shipment to Saint-Malo falls under the same rule as consumer cells.
Importers must make sure batteries come with instructions and safety information in a language end-users in France easily understand, as that Member State decides. Printed inserts and carton text are far easier to change before the goods are packed in China.
What Anxin does: We ask the importer which language France requires and check carton and insert photos against it before loading.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

We line up UN numbers, model names and package counts across the Xiamen filings, the booking with the carrier and the documents for France before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Saint-Malo.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Application fails pre-review and falls back to on-site inspection | Xiamen Customs | Data checked against the application first | Anxin with the manufacturer |
| Service switches between Suez and Cape routing | Main voyage | Routing written on the booking; quotes kept separate per routing; packing assumes the longer voyage | Carrier, tracked by Anxin |
| Buyer cannot verify an IDU and holds the order | Importer in France | IDU obtained before booking | Importer / producer |
| Industrial batteries placed on the market with no eco-organisme | French REP enforcement | Category and eco-organisme confirmed at booking | Producer |
Questions
24 hours before the container is loaded in China, not before it reaches Saint-Malo. Without it carriers do not load the box, and a filing without an EORI number is rejected.
It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.
For products that pass automatic pre-review, Xiamen Customs issues it through the single window; the case reported in August 2026 took about 10 minutes, against about half a day for the old on-site inspection. Products that do not pass pre-review still need inspection.
