Asia – Red Sea & Gulf of Aden

Xiamen to Sokhna
South China Sea · Malacca Strait · Andaman Sea · Indian Ocean · Gulf of Aden · Bab-el-Mandeb · Red Sea
Lithium batteries for Sokhna go out of Xiamen's Haicang and Songyu terminals on the Taiwan Strait. On the way they face a corridor drawn through Bab-el-Mandeb and up the Red Sea, and they arrive at the port of Sokhna.
Egypt requires a 19-digit ACID number on the bill of lading before the cargo leaves China. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
Bab-el-Mandeb rated SUBSTANTIAL, piracy back in the Gulf of Aden, and a final leg through one of the warmest seas in the world.
Egypt's ACI system starts in China: no ACID on the bill of lading means the box is not unloaded.

Where this route gets difficult
Loading port first, then the sea leg, then Sokhna and the Egypt market.
Through the single window, Xiamen Customs now issues the lithium battery packaging use-appraisal certificate after automatic pre-review matching: roughly 10 minutes in a case reported in August 2026, compared with about half a day for the former on-site inspection. Only products that pass pre-review as compliant and valid get the fast path; mismatches return to inspection.
What Anxin does: We check the product data, UN38.3 summary and packaging codes against the application before it is submitted, so the certificate comes through pre-review rather than falling back to an on-site check.
For large battery consignments Xiamen MSA offers pre-review of key DG documents, a pre-loading meeting where ship, cargo owner, terminal and agent agree deck stowage and emergency measures, and a 'one ship, one plan' checklist from gate-in to departure. In June 2026 it reported 104 energy-storage containers of 36 tonnes each loaded on a multipurpose ship for Houston.
What Anxin does: We send the key documents for pre-review before the formal filing and bring the stowage and emergency details the meeting will ask for.
Sokhna is reached only through the Red Sea: either through Bab-el-Mandeb from the south or round Africa and down through Suez. After Houthi attacks on southern Saudi Arabia in September 2026, including Aramco facilities at Jazan, and a declared 'maritime embargo', container lines were choosing their Red Sea calls selectively, and many ships switched off AIS.
What Anxin does: We ask each carrier how it currently reaches Sokhna (through Bab-el-Mandeb on the same vessel, via a transhipment hub, or from the north via Suez) and name that routing, and any war-risk or emergency surcharge the carrier applies, in the written quote.
For Sokhna, the 19-digit ACID number is generated by the Egyptian importer on Nafeza before departure and printed on the bill of lading and every other shipping document. Egyptian Customs does not let cargo without one be unloaded; it is sent back at the carrier's cost.
What Anxin does: We do not release a booking for Sokhna until the importer has sent the ACID number, and we check it appears on the bill of lading draft, invoice and packing list.
Since 22 July 2026 the Importers Register runs under Decree No. 271 of 2026: GOEIC decides within 15 days of a complete file, filing is going online, and foreign-owned companies have a limited, time-bound route in.
What Anxin does: We ask the Egyptian buyer to confirm its Importers Register status before we book the container for Sokhna.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Xiamen export filings, the carrier booking and the Egypt import papers. We compare all three before confirming space.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Application fails pre-review and falls back to on-site inspection | Xiamen Customs | Data checked against the application first | Anxin with the manufacturer |
| Security situation changes the routing or suspends calls | Bab-el-Mandeb / southern Red Sea | Routing confirmed per booking; alternatives via transhipment discussed before cargo is ready | Carrier, tracked by Anxin |
| Cargo not unloaded and re-shipped for a missing ACID | Egyptian port of discharge | ACID checked on the B/L draft before release | Importer / Anxin |
Questions
Register and be verified on CargoX, then upload the invoice, bill of lading, packing list and certificate of origin at least 48 hours before the vessel arrives.
Either through Bab-el-Mandeb, on the same vessel or after transhipment, or the long way round Africa and south through the Suez Canal. Container lines were being selective in September 2026, so we ask each carrier for its current routing and name it, with any risk surcharge, in the quote.
For products that pass automatic pre-review, Xiamen Customs issues it through the single window; the case reported in August 2026 took about 10 minutes, against about half a day for the old on-site inspection. Products that do not pass pre-review still need inspection.
