Lithium batteries for Port Alberni go through Xiamen, the port for more than 90% of Fujian's lithium battery exports. On the way they face a great-circle crossing of the North Pacific, and they arrive at the port of Port Alberni.

Canadian clearance depends on eManifest data filed before loading and on the importer's CARM set-up. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.

Route profile

What sets Xiamen → Port Alberni apart

Origin port

Xiamen (Haicang / Songyu)

Fujian's battery gateway, handling more than 90% of the province's lithium battery exports, with 10-minute online packaging appraisal for compliant products and the Taiwan Strait's winter monsoon on the doorstep.

Import country

Canada

Container data due 24 hours before loading, CARM security for release before payment, and a road leg that accepts IMDG papers under Canadian conditions.

Where this route gets difficult

5 points to plan for on the Xiamen → Port Alberni route

In the order the cargo meets them: at the loading port, at sea, at Port Alberni and at customs in Canada.

  1. Origin port

Pre-loading meeting and a ship plan at Xiamen

For large battery consignments Xiamen MSA offers pre-review of key DG documents, a pre-loading meeting where ship, cargo owner, terminal and agent agree deck stowage and emergency measures, and a 'one ship, one plan' checklist from gate-in to departure. In June 2026 it reported 104 energy-storage containers of 36 tonnes each loaded on a multipurpose ship for Houston.

What Anxin does: We send the key documents for pre-review before the formal filing and bring the stowage and emergency details the meeting will ask for.

  2. Sea corridor

Hurricane-force winter storms, October to April

NOAA's Ocean Prediction Center has recorded hurricane-force winds (64 knots or more) in mid-latitude North Pacific storms in every month from October to April, most often in December, with 15 to 23 such storms a season in its 2001–2004 study. These are not tropical systems, so they arrive outside typhoon season.

What Anxin does: For October–April sailings we check blocking and bracing on stuffing photos before sealing and confirm the full DG data are on the manifest.

  3. Import country

Release before payment needs security posted in CARM

Since the CARM transition ended on 20 May 2025, importers without financial security posted in the CARM Client Portal no longer get release prior to payment; they pay duties and taxes when the goods are released. For a first shipment through Port Alberni, that decides whether goods can leave the terminal before the duty is settled.

What Anxin does: At quotation we ask the Canada importer whether its CARM account has security posted for release prior to payment, so the broker's release plan is known before the ship arrives.

  4. Import country

eManifest: cargo data 24 hours before loading in Xiamen

The CBSA requires marine carriers to transmit cargo and conveyance data for containers at least 24 hours before loading at the foreign port, including the estimated loading time. If the data are amended electronically before departure, the 24-hour count starts again from the CBSA's acknowledgement, so a late correction can push a box for Port Alberni off its vessel.

What Anxin does: We send the carrier the final cargo description, UN number, weights and consignee details before the cut-off in Xiamen and avoid amendments after the filing.

  5. Import country

BC producers need an EPR plan by December 2026

Battery-containing products, portable power stations and replacement batteries sold in British Columbia fall under a new EPR category: plans are due by 15 December 2026 and programs must operate by 1 October 2027. For goods landed at Port Alberni, whoever counts as the producer has to be ready.

What Anxin does: For goods sold in British Columbia after landing at Port Alberni, we flag the 2026 plan deadline to the importer so the brand owner's EPR membership is settled before the program starts.

Documents & compliance

What to have ready: Xiamen to Port Alberni

Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

Before loading in Xiamen

  • For ESS: carriage type (container ship or multipurpose), class 9 terminal and pre-voyage meeting confirmed
  • Bilingual (English/French) retail labelling checked on artwork
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)
  • Container packing certificate signed by a certified packing inspector after supervised stuffing

Carrier and voyage

  • Stuffing photos before, during and after packing, checked for blocking and bracing
  • UN 38.3 test summary for every cell and battery type
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)

At the Canada end

  • Importer's CARM account and release-prior-to-payment security confirmed
  • English DG documents with a 24-hour number for the Canadian road leg

Before you book

Match the details first

We line up UN numbers, model names and package counts across the Xiamen filings, the booking with the carrier and the documents for Canada before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Port Alberni.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Common questions on the Xiamen → Port Alberni route

Yes. TDG s. 9.3 allows IMDG documentation and marks for an international consignment going to or from a port, provided the document is legible in English or French and carries a 24-hour number.

Weather is the main risk on this crossing: NOAA recorded hurricane-force North Pacific storms from October to April, most often in December. We tighten the packing checks for those sailings.

For products that pass automatic pre-review, Xiamen Customs issues it through the single window; the case reported in August 2026 took about 10 minutes, against about half a day for the old on-site inspection. Products that do not pass pre-review still need inspection.
