From Xiamen to Hamilton, cargo moves from Fujian's battery makers through Xiamen port, crosses a long voyage ending in the North Atlantic or the Gulf of St Lawrence, and is discharged at the port of Hamilton.
Canada adds an eManifest that closes 24 hours before loading and a CARM account that decides whether goods are released before duty is paid. This page sets out 6 points specific to this route, how Anxin handles each one and which documents to prepare.
What we need to start
Route profile
Fujian's battery gateway, handling more than 90% of the province's lithium battery exports, with 10-minute online packaging appraisal for compliant products and the Taiwan Strait's winter monsoon on the doorstep.
The last leg crosses the North Atlantic or enters the Gulf of St Lawrence, with an icebreaking season from December to May and hurricane-force winter storms peaking in January.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Hamilton and at customs in Canada.
Xiamen's energy-storage transport guide 2.0 (August 2026) notes that some ESS containers are carried on multipurpose ships and requires a pre-voyage meeting with the terminal and lashing parties. It also lists the terminals with class 9 qualification: Xiamen Hyundai terminal, Yuanhai Tongda, and Haixiang berths 7–8.
What Anxin does: For ESS units we confirm early whether the carrier offers container-ship or multipurpose carriage, which qualified terminal is used, and who attends the pre-voyage meeting.
Xiamen Customs now issues the packaging use-appraisal certificate for lithium batteries through the single window after automatic pre-review matching: about 10 minutes in the case reported in August 2026, against roughly half a day for the old on-site inspection. The fast path is only for products that pass pre-review as compliant and valid; anything that does not match goes back to inspection.
What Anxin does: We check the product data, UN38.3 summary and packaging codes against the application before it is submitted, so the certificate comes through pre-review rather than falling back to an on-site check.
Beyond Montreal the St. Lawrence Seaway is seasonal: the 2026 season opened on 22 March and is due to close in early January 2027 (5 January for the Montreal–Lake Ontario section). Its maximum draft there is 8.00 m, far less than an ocean container ship needs, so cargo for Hamilton normally changes to a smaller ship, rail or truck along the way.
What Anxin does: We ask the carrier where the container leaves the ocean vessel and how it continues to Hamilton, and we time winter deliveries around the Seaway closing date.
The CBSA's CARM transition ended in May 2025. Importer accounts with dutiable goods that had not posted financial security were removed from release prior to payment, and they now pay duties and taxes at release. An importer new to Hamilton has to settle this before the first container lands.
What Anxin does: At quotation we ask the Canada importer whether its CARM account has security posted for release prior to payment, so the broker's release plan is known before the ship arrives.
TDG Regulations s. 9.3 let an international consignment move by road to or from Hamilton under IMDG classification, marks, labels and documents. The shipping document must still be legible in English or French and show a 24-hour telephone number, and a container must carry placards under TDG Part 4 or the IMDG Code.
What Anxin does: We check that the DG declaration is in English, carries a 24-hour number that the consignee has arranged and matches the container's placards before the documents go to the Canadian trucker.
The CBSA requires marine carriers to transmit cargo and conveyance data for containers at least 24 hours before loading at the foreign port, including the estimated loading time. If the data are amended electronically before departure, the 24-hour count starts again from the CBSA's acknowledgement, so a late correction can push a box for Hamilton off its vessel.
What Anxin does: We send the carrier the final cargo description, UN number, weights and consignee details before the cut-off in Xiamen and avoid amendments after the filing.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Xiamen filings, the carrier booking and the Canada import file. We check the three against each other before the booking is confirmed.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Application fails pre-review and falls back to on-site inspection | Xiamen Customs | Data checked against the application first | Anxin with the manufacturer |
| ESS unit arrives at a terminal without class 9 qualification | Xiamen port | Qualified terminal confirmed at booking | Anxin with the carrier |
| Container rolled after a late eManifest amendment | Loading port | Data final before filing | Carrier, with data from Anxin |
| Goods held at release until duties and taxes are paid | Canadian port of discharge | CARM security checked at quotation | Importer / broker |
Questions
Only if the importer is enrolled in release prior to payment with financial security posted in the CARM Client Portal. Since 20 May 2025, importers without security pay duties and taxes at release.
Rarely. The Seaway's maximum draft in the Montreal–Lake Ontario section is 8.00 m and it closes in winter (target 5 January 2027 for the 2026 season), so containers usually leave the ocean vessel at a coastal port and continue by smaller ship, rail or truck.
For products that pass automatic pre-review, Xiamen Customs issues it through the single window; the case reported in August 2026 took about 10 minutes, against about half a day for the old on-site inspection. Products that do not pass pre-review still need inspection.
