Lithium batteries for Churchill go through Xiamen, the port for more than 90% of Fujian's lithium battery exports. On the way they face a long voyage ending in the North Atlantic or the Gulf of St Lawrence, and they arrive at the port of Churchill.
On the Canadian side the carrier's eManifest is due before loading and the road leg follows TDG conditions. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
Atlantic Canada and St Lawrence waters: icebreaking in winter, hurricane-force storms from October to April.
Canada checks the carrier's eManifest before loading, the importer's CARM security at release and, for consumer goods, bilingual labels.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Churchill and at customs in Canada.
Xiamen Customs now issues the packaging use-appraisal certificate for lithium batteries through the single window after automatic pre-review matching: about 10 minutes in the case reported in August 2026, against roughly half a day for the old on-site inspection. The fast path is only for products that pass pre-review as compliant and valid; anything that does not match goes back to inspection.
What Anxin does: We check the product data, UN38.3 summary and packaging codes against the application before it is submitted, so the certificate comes through pre-review rather than falling back to an on-site check.
Xiamen's energy-storage transport guide 2.0 (August 2026) notes that some ESS containers are carried on multipurpose ships and requires a pre-voyage meeting with the terminal and lashing parties. It also lists the terminals with class 9 qualification: Xiamen Hyundai terminal, Yuanhai Tongda, and Haixiang berths 7–8.
What Anxin does: For ESS units we confirm early whether the carrier offers container-ship or multipurpose carriage, which qualified terminal is used, and who attends the pre-voyage meeting.
Atlantic hurricanes run from 1 June to 30 November, with the peak around 10 September and most storms between mid-August and mid-October, on the approach to Churchill.
What Anxin does: For August–October arrivals we plan slack and pass the carrier's revised arrival to your consignee.
Canada's advance commercial information rules want container data from the carrier 24 hours before loading abroad. Change the data electronically before the ship sails and the 24 hours run again from the CBSA's acknowledgement, which is how a correction made in Xiamen can cost a container its sailing.
What Anxin does: We send the carrier the final cargo description, UN number, weights and consignee details before the cut-off in Xiamen and avoid amendments after the filing.
Canada's consumer packaging rules require most mandatory label information on prepackaged consumer products in both English and French. Only the dealer's name and address may be in one language, and imported goods that do not state their origin need 'imported by / importé par' before it.
What Anxin does: For retail-packed goods going to Churchill, we check the carton and retail-box artwork for the bilingual text before production is packed.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

We line up UN numbers, model names and package counts across the Xiamen filings, the booking with the carrier and the documents for Canada before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Churchill.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Application fails pre-review and falls back to on-site inspection | Xiamen Customs | Data checked against the application first | Anxin with the manufacturer |
| ESS unit arrives at a terminal without class 9 qualification | Xiamen port | Qualified terminal confirmed at booking | Anxin with the carrier |
| Container rolled after a late eManifest amendment | Loading port | Data final before filing | Carrier, with data from Anxin |
Questions
At least 24 hours before loading in China. If the data are amended electronically before the ship sails, the 24 hours restart from the CBSA's acknowledgement.
NOAA's storm study found hurricane-force winter storms from October to April, most often in January.
Yes. Xiamen MSA reported 104 ESS containers of 36 tonnes each loaded for Houston in June 2026. Xiamen's ESS guide 2.0 requires a pre-voyage meeting and use of a class 9 qualified terminal.
