From Xiamen to Varna, cargo moves from Fujian's battery makers through Xiamen port, crosses a Suez, Aegean and Bosporus passage into the Black Sea, and is discharged at the port of Varna.

Bulgaria applies the EU Battery Regulation, starting with registration in its own national producer register. This page sets out 6 points specific to this route, how Anxin handles each one and which documents to prepare.

What we need to start

  • Xiamen export
  • Online packaging appraisal
  • Consignee EORI
  • National producer registration
  • EU declaration of conformity

Route profile

The Xiamen → Varna route in brief

Origin port

Xiamen (Haicang / Songyu)

Fujian's battery gateway, handling more than 90% of the province's lithium battery exports, with 10-minute online packaging appraisal for compliant products and the Taiwan Strait's winter monsoon on the doorstep.

Import country

Where this route gets difficult

6 points to plan for on the Xiamen → Varna route

Loading port first, then the sea leg, then Varna and the Bulgaria market.

  1. Origin port

Xiamen's fast appraisal needs matching data

Through the single window, Xiamen Customs now issues the lithium battery packaging use-appraisal certificate after automatic pre-review matching: roughly 10 minutes in a case reported in August 2026, compared with about half a day for the former on-site inspection. Only products that pass pre-review as compliant and valid get the fast path; mismatches return to inspection.

What Anxin does: We check the product data, UN38.3 summary and packaging codes against the application before it is submitted, so the certificate comes through pre-review rather than falling back to an on-site check.

  2. Origin port

The Taiwan Strait's winter monsoon starts at the port

Ships leaving Xiamen enter the Taiwan Strait straight away. A Chinese government weather account notes that the strait's funnel effect makes winds 1–2 Beaufort levels stronger than outside it, and that the winter and spring north-east monsoon brings force 7 or stronger winds on about two-thirds of days. Container ships are advised to secure lashing.

What Anxin does: From October to April we apply the CINS blocking and bracing checks strictly on stuffing photos before sealing.

  3. Sea corridor

Turkish Straits: Sailing Plan 1 a day ahead

Before entering the Turkish Straits, a ship with dangerous cargo files Sailing Plan 1 with the Turkish Straits VTS at least 24 hours ahead, listing the dangerous goods classes on board. A class 9 battery container is part of that list, so wrong or late DG data on the manifest can delay the ship at the entrance.

What Anxin does: We make sure the DG manifest data (UN number, class, quantity, container number) are final and match the booking before the vessel leaves the last port before the straits.

  4. Import country

The truck leg out of Varna runs under ADR

Road delivery from Varna is an ADR movement, because the EU applies ADR to domestic journeys through Directive 2008/68/EC. For UN 3480 that means class 9, transport category 2 and tunnel code (E), which restricts the route through category E tunnels; batteries found damaged at unloading move to special provision 376 packing (P908 or P911).

What Anxin does: We give the Bulgaria haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Xiamen.

  5. Import country

Instructions and safety information in the language of Bulgaria

Importers must make sure batteries come with instructions and safety information in a language end-users in Bulgaria easily understand, as that Member State decides. Printed inserts and carton text are far easier to change before the goods are packed in China.

What Anxin does: We ask the importer which language Bulgaria requires and check carton and insert photos against it before loading.

  6. Import country

Built-in portable batteries must be user-replaceable from February 2027

From 18 February 2027, Article 11 requires portable batteries built into appliances to be readily removable and replaceable by the end-user with commercially available tools, without heat or solvents, apart from limited derogations. Appliances shipped to Bulgaria for sale after that date need a design that meets the rule.

What Anxin does: When appliances with built-in batteries are booked for Bulgaria we point the importer to the February 2027 date so the manufacturer answers the design question before shipment; we do not assess compliance.

Documents & compliance

What to have ready: Xiamen to Varna

These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

In Xiamen, before the box is loaded

  • Packaging appraisal data (product, UN38.3 summary, packaging codes) checked before single-window submission
  • Importer name, trade name and postal address printed on battery or packaging
  • Annex V safety documentation confirmed for stationary storage systems
  • Substance declaration covering mercury, cadmium and lead limits
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report

Carrier and voyage

  • Final DG manifest data ready before the vessel reaches the Turkish Straits
  • UN 38.3 test summary for every cell and battery type
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)

For the importer in Bulgaria

  • Instructions and safety information in the language Bulgaria requires
  • Label and QR-code status against the August 2026 and February 2027 dates
  • Producer of record in Bulgaria and its national registration number

Before you book

Match the details first

We line up UN numbers, model names and package counts across the Xiamen filings, the booking with the carrier and the documents for Bulgaria before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Varna.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Questions about shipping from Xiamen to Varna

24 hours before the container is loaded in China, not before it reaches Varna. Without it carriers do not load the box, and a filing without an EORI number is rejected.

Possibly. Since 16 September 2026 almost the whole Black Sea, outside Turkish, Georgian, Bulgarian and Romanian territorial waters, is a Joint War Committee listed area, and underwriters may charge additional premiums. We get the carrier's surcharge in writing.

For products that pass automatic pre-review, Xiamen Customs issues it through the single window; the case reported in August 2026 took about 10 minutes, against about half a day for the old on-site inspection. Products that do not pass pre-review still need inspection.
