What to watch between Xiamen and Burgas: 6 points

Listed from loading in Xiamen to import into Bulgaria, each with what we do about it.

  1. Origin port

    Energy-storage units may go on multipurpose ships

    Xiamen's energy-storage transport guide 2.0 (August 2026) notes that some ESS containers are carried on multipurpose ships and requires a pre-voyage meeting with the terminal and lashing parties. It also lists the terminals with class 9 qualification: Xiamen Hyundai terminal, Yuanhai Tongda, and Haixiang berths 7–8.

    What Anxin does: For ESS units we confirm early whether the carrier offers container-ship or multipurpose carriage, which qualified terminal is used, and who attends the pre-voyage meeting.

  2. Origin port

    Xiamen MSA's 'one ship, one plan' for large battery cargo

    Xiamen MSA offers pre-review of key DG documents, a pre-loading meeting at which ship, cargo owner, terminal and agent agree deck stowage and emergency measures, and a 'one ship, one plan' checklist from gate-in to sailing. In June 2026 it reported 104 energy-storage containers of 36 tonnes each loaded for Houston on a multipurpose ship.

    What Anxin does: We send the key documents for pre-review before the formal filing and bring the stowage and emergency details the meeting will ask for.

  3. Sea corridor

    Bab el-Mandeb and Suez come first

    To reach the Black Sea a ship passes Suez. Mediterranean-type services took the Red Sea routing 57% of the time in September 2026, and the JMIC rated Bab el-Mandeb SUBSTANTIAL, with the Houthis in control of Perim Island in the channel.

    What Anxin does: We ask the carrier which routing the service uses and name it on the quote.

  4. Import country

    CE marking and a declaration of conformity in the right language

    The importer in Bulgaria carries the check: CE marking on the battery and an EU declaration of conformity, translated into the language Bulgaria asks for, have both been required since 18 August 2024 for batteries entering the EU market.

    What Anxin does: We ask the manufacturer in China for the declaration of conformity and a photo of the CE marking on the battery or its packaging before loading, and pass them to the Bulgaria importer. We check that the documents exist and match the goods; we do not assess conformity.

  5. Import country

    The truck leg out of Burgas runs under ADR

    Road delivery from Burgas is an ADR movement, because the EU applies ADR to domestic journeys through Directive 2008/68/EC. For UN 3480 that means class 9, transport category 2 and tunnel code (E), which restricts the route through category E tunnels; batteries found damaged at unloading move to special provision 376 packing (P908 or P911).

    What Anxin does: We give the Bulgaria haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Xiamen.

  6. Import country

    The importer's name and address on the battery

    A battery entering Bulgaria has to identify its importer: name, registered trade name or trade mark, postal address and a contact point belong on the battery itself, or on the packaging or accompanying document when the battery is too small. That text is fixed at the factory, not at Burgas.

    What Anxin does: We pass the Bulgaria importer's name and address block to the manufacturer before the goods are packed in China and check carton or battery photos for it before loading.

What to have ready: Xiamen to Burgas

These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

In Xiamen, before the box is loaded

  • For ESS: carriage type (container ship or multipurpose), class 9 terminal and pre-voyage meeting confirmed
  • Importer name, trade name and postal address printed on battery or packaging
  • Annex V safety documentation confirmed for stationary storage systems
  • Substance declaration covering mercury, cadmium and lead limits
