South China Sea · Malacca Strait · Andaman Sea · Indian Ocean · Arabian Sea · Gulf of Oman · Strait of Hormuz · Persian Gulf
From Xiamen to Khalifa Bin Salman Port, cargo moves through Xiamen, the port for more than 90% of Fujian's lithium battery exports, crosses a corridor across the Arabian Sea and, for Gulf ports, through Hormuz, and is discharged at a port where the MSDS and hazardous manifest must reach terminal planning 72 hours before the ship.
On the Bahraini side a licensed clearing agent normally lodges the bill of entry ahead of arrival. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.
What we need to start
Route profile
Fujian's battery gateway, handling more than 90% of the province's lithium battery exports, with 10-minute online packaging appraisal for compliant products and the Taiwan Strait's winter monsoon on the doorstep.
An Arabian Sea passage and, for Gulf ports, the Strait of Hormuz, rated a SEVERE threat in September 2026, with GNSS jamming across the approaches.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Khalifa Bin Salman Port and at customs in Bahrain.
For large battery consignments Xiamen MSA offers pre-review of key DG documents, a pre-loading meeting where ship, cargo owner, terminal and agent agree deck stowage and emergency measures, and a 'one ship, one plan' checklist from gate-in to departure. In June 2026 it reported 104 energy-storage containers of 36 tonnes each loaded on a multipurpose ship for Houston.
What Anxin does: We send the key documents for pre-review before the formal filing and bring the stowage and emergency details the meeting will ask for.
Leaving Xiamen, ships are in the Taiwan Strait at once. A Chinese government weather account says the strait's funnel effect adds 1–2 Beaufort levels to the wind, and that the north-east monsoon of winter and spring brings force 7 or more on about two days in three. Lashing on container ships should be secured accordingly.
What Anxin does: From October to April we apply the CINS blocking and bracing checks strictly on stuffing photos before sealing.
India's southwest monsoon runs from June to September, bringing rough seas and squally weather to the Arabian Sea that regularly disrupt port operations along the route.
What Anxin does: For June–September sailings we check blocking and bracing strictly on stuffing photos and allow for schedule slippage in the delivery plan.
APM Terminals Bahrain handles all hazardous classes at Khalifa Bin Salman Port, but the shipping agent must send the MSDS and cargo manifest for every hazardous container to its planning team at least 72 hours before the vessel arrives. Class 9 batteries do not need the government approvals required for classes such as 1 or 7, so the 72-hour paperwork is the gate.
What Anxin does: We send the carrier the SDS for each battery type with the DG declaration at booking, so the agent has it well before the 72-hour point for Khalifa Bin Salman Port.
Bahrain requires the importer or its local agent to complete a customs bill of entry before goods are imported, and advises using a registered, licensed clearing agent. Procedures are those published by Bahrain Customs, and importers can register on the official trade portal for port imports.
What Anxin does: We ask the importer which licensed clearing agent will lodge the bill of entry and send that agent the invoice, packing list and DG details as soon as the ship sails from Xiamen.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Xiamen filings, the carrier booking and the Bahrain import file. We check the three against each other before the booking is confirmed.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Cargo shift in winter monsoon seas | Taiwan Strait, Oct–Apr | CINS blocking and bracing checked on photos | Packing site, checked by Anxin |
| Monsoon seas cause cargo shift or delays | Arabian Sea, Jun–Sep | CINS stuffing checks; slack in the delivery plan | Packing site / carrier |
| MSDS or manifest reaches planning too late | Khalifa Bin Salman Port | SDS sent with the booking | Agent |
| Bill of entry not ready when the box lands | Bahrain Customs | Clearing agent briefed when the ship sails | Importer / clearing agent |
Questions
The importer or its local agent completes the bill of entry before import; a registered, licensed clearing agent is recommended.
Between June and September India's southwest monsoon brings rough seas and squalls to the Arabian Sea that regularly disrupt port operations, so we check blocking and bracing on the stuffing photos and allow slack in the delivery plan.
For products that pass automatic pre-review, Xiamen Customs issues it through the single window; the case reported in August 2026 took about 10 minutes, against about half a day for the old on-site inspection. Products that do not pass pre-review still need inspection.
