From Xiamen to Newcastle, cargo moves through Xiamen, the port for more than 90% of Fujian's lithium battery exports, crosses a southward passage towards Oceania, and is discharged at the port of Newcastle.

On the Australian side the ABF, the biosecurity rules and the state port authority each want paperwork early. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.

What we need to start

  • Xiamen export
  • Online packaging appraisal
  • ICS cargo report
  • Packing declaration
  • State DG notice

Route profile

How Xiamen → Newcastle differs from other lanes

Origin port

Xiamen (Haicang / Songyu)

Fujian's battery gateway, handling more than 90% of the province's lithium battery exports, with 10-minute online packaging appraisal for compliant products and the Taiwan Strait's winter monsoon on the doorstep.

Import country

Australia

For Australia, the cargo report, the packing declaration and the state's DG notice all come before arrival.

Where this route gets difficult

Where Xiamen → Newcastle shipments get held up: 5 points

Loading port first, then the sea leg, then Newcastle and the Australia market.

  1. Origin port

Pre-loading meeting and a ship plan at Xiamen

For large battery consignments Xiamen MSA offers pre-review of key DG documents, a pre-loading meeting where ship, cargo owner, terminal and agent agree deck stowage and emergency measures, and a 'one ship, one plan' checklist from gate-in to departure. In June 2026 it reported 104 energy-storage containers of 36 tonnes each loaded on a multipurpose ship for Houston.

What Anxin does: We send the key documents for pre-review before the formal filing and bring the stowage and emergency details the meeting will ask for.

  2. Origin port

Xiamen ESS on multipurpose vessels and class 9 berths

Xiamen's energy-storage transport guide 2.0 (August 2026) notes that some ESS containers sail on multipurpose ships and calls for a pre-voyage meeting with the terminal and lashing contractors. It names the terminals qualified for class 9: Xiamen Hyundai terminal, Yuanhai Tongda, and Haixiang berths 7–8.

What Anxin does: For ESS units we confirm early whether the carrier offers container-ship or multipurpose carriage, which qualified terminal is used, and who attends the pre-voyage meeting.

  3. Sea corridor

Cyclone season in the Australian region, November to April

The Bureau of Meteorology puts Australia's tropical cyclone season from 1 November to 30 April. The route to Newcastle crosses the Coral or Solomon Sea, where cyclones form in that period and close ports on their track.

What Anxin does: For November–April sailings we build slack into delivery plans and pass on the carrier's revised arrival.

  4. Import country

Port Authority of NSW wants DG notice 24 hours ahead

In NSW ports, dangerous goods including Class 9 must be notified through the Port Management System at least 24 hours before the ship enters the port's operational area. The carrier's agent files it for Newcastle, using the DG data from the booking in Xiamen.

What Anxin does: We give the carrier the UN number, class, packing group and quantity when booking, so the NSW notification for Newcastle can be made in good time.

  5. Import country

NSW approval marks on e-mobility batteries

NSW requires lithium-ion batteries for e-bikes and other e-mobility devices to meet prescribed standards since 1 February 2025, and from 1 February 2026 to be tested, certified and permanently marked with an approval mark. E-bike or e-scooter batteries landed at Newcastle for sale in NSW need that mark.

What Anxin does: For e-mobility batteries bound for Newcastle we ask the importer for the certification and a photo of the mark on the battery before shipment.

Send the file once, complete

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Xiamen filings, the carrier booking and the Australia import file. We check the three against each other before the booking is confirmed.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Xiamen → Newcastle: questions we are asked

Port Authority of NSW wants Class 9 dangerous goods notified through its Port Management System at least 24 hours before the ship enters the port's operational area.

Chapter 85 goods are target high-risk goods. China is an emerging risk country, so goods shipped from China between 1 September and 30 April may be selected for random inspection; transhipment through a target risk country can make treatment mandatory.

Yes. Xiamen MSA reported 104 ESS containers of 36 tonnes each loaded for Houston in June 2026. Xiamen's ESS guide 2.0 requires a pre-voyage meeting and use of a class 9 qualified terminal.
