Lithium batteries for Melbourne go through Xiamen, the port for more than 90% of Fujian's lithium battery exports. On the way they face a southward passage towards Oceania, and they arrive at the port of Melbourne.

Australia adds a 48-hour sea cargo report and biosecurity paperwork for the container. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.

What we need to start

  • Online packaging appraisal
  • Taiwan Strait monsoon Oct–Apr
  • Packing declaration
  • State DG notice
  • ICS cargo report

Route profile

How Xiamen → Melbourne differs from other lanes

Sea corridor

Asia – Australia, New Zealand & the Pacific Islands

A southward run towards Oceania, into Australia's November–April cyclone season and, for Australia, the BMSB season from September to April.

Import country

Australia

Australia wants cargo data 48 hours ahead, clean biosecurity paperwork and a DG notice to the port.

Where this route gets difficult

5 points to plan for on the Xiamen → Melbourne route

In the order the cargo meets them: at the loading port, at sea, at Melbourne and at customs in Australia.

  1. Origin port

Pre-loading meeting and a ship plan at Xiamen

For large battery consignments Xiamen MSA offers pre-review of key DG documents, a pre-loading meeting where ship, cargo owner, terminal and agent agree deck stowage and emergency measures, and a 'one ship, one plan' checklist from gate-in to departure. In June 2026 it reported 104 energy-storage containers of 36 tonnes each loaded on a multipurpose ship for Houston.

What Anxin does: We send the key documents for pre-review before the formal filing and bring the stowage and emergency details the meeting will ask for.

  2. Origin port

Strong winds in the Taiwan Strait from day one

Leaving Xiamen, ships are in the Taiwan Strait at once. A Chinese government weather account says the strait's funnel effect adds 1–2 Beaufort levels to the wind, and that the north-east monsoon of winter and spring brings force 7 or more on about two days in three. Lashing on container ships should be secured accordingly.

What Anxin does: From October to April we apply the CINS blocking and bracing checks strictly on stuffing photos before sealing.

  3. Sea corridor

Cyclone season in the Australian region, November to April

The Bureau of Meteorology puts Australia's tropical cyclone season from 1 November to 30 April. The route to Melbourne crosses the Coral or Solomon Sea, where cyclones form in that period and close ports on their track.

What Anxin does: For November–April sailings we build slack into delivery plans and pass on the carrier's revised arrival.

  4. Import country

Port of Melbourne wants DG notice 24 hours ahead

Port of Melbourne requires dangerous goods to be notified at least 24 hours before the vessel arrives, through the Ports Victoria DG Hub. The carrier's agent makes the notification for Melbourne from the DG data in the booking.

What Anxin does: We give the carrier final DG data with the booking so the Victorian notification for Melbourne does not wait on us.

  5. Import country

ICS cargo reporting runs from the first Australian port

On a voyage from Xiamen the cargo report must reach the ABF's Integrated Cargo System 48 hours before arrival at the first Australian port. For Melbourne that may be an earlier call on the coast, which brings the deadline forward.

What Anxin does: We give the carrier and any NVOCC final house bill data at booking, so the cargo report for Melbourne is lodged on time and matches the DG declaration.

Documents & compliance

What to have ready: Xiamen to Melbourne

These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

In Xiamen, before the box is loaded

  • For ESS: carriage type (container ship or multipurpose), class 9 terminal and pre-voyage meeting confirmed
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • Signed packing declaration and ISPM 15 marks on timber
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)

For the carrier and the voyage

  • Transhipment port confirmed and shipped-on-board date on the bill of lading (BMSB season)
  • Lithium battery mark (SP188 cargo) or class 9 labels and placards
  • Condition statement: new, used, damaged/defective (SP376) or for recycling (SP377)

At the Australia end

  • Consumer products with button cells tested and packed to the ACCC standard

Before you book

Match the details first

We line up UN numbers, model names and package counts across the Xiamen filings, the booking with the carrier and the documents for Australia before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Melbourne.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Xiamen → Melbourne: questions we are asked

At least 48 hours before the ship reaches its first Australian port, for voyages of 48 hours or more such as those from China.

Chapter 85 goods are target high-risk goods. China is an emerging risk country, so goods shipped from China between 1 September and 30 April may be selected for random inspection; transhipment through a target risk country can make treatment mandatory.

Yes. Xiamen MSA reported 104 ESS containers of 36 tonnes each loaded for Houston in June 2026. Xiamen's ESS guide 2.0 requires a pre-voyage meeting and use of a class 9 qualified terminal.
