Lithium batteries for Saigon Port go out of Tianjin's Xingang terminals, where customs can supervise stuffing at the factory and the box goes straight to the ship on a booked slot. On the way they face a Southeast Asian sea passage with no canal on the way, and they arrive at the port of Saigon Port.

In Vietnam the DG declaration reaches customs before the ship arrives and consumer batteries need QCVN 101 conformity. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.

What we need to start

  • Factory-supervised loading
  • Bohai Bay winter ice
  • QCVN 101
  • Battery EPR
  • 12-hour e-manifest

Route profile

What sets Tianjin → Saigon Port apart

Origin port

Tianjin (Xingang)

North China's main container gateway, where Tianjin Customs lets DG containers be inspected at the factory and loaded on arrival within a booked port slot, and where the Bohai Bay freezes at its edges in mid-winter.

Sea corridor

Asia – Southeast Asian seas

A Southeast Asian sea route with no canal: typhoons from summer to autumn, the north-east monsoon from November to March, and relays through Singapore or other hubs for smaller ports.

Where this route gets difficult

What to watch between Tianjin and Saigon Port: 5 points

They run from the Tianjin terminal through the voyage to Saigon Port and the Vietnam import file.

  1. Origin port

At Tianjin the port slot is booked before the truck leaves the factory

Tianjin Customs runs a 'supervised factory loading, direct loading on port arrival' model for dangerous goods: officers oversee stuffing at the factory, the declaration goes in early through the single window, and the container enters the port in a slot booked on the customs–port platform and goes straight to the ship. Any inspection happens in closed yards inside the Beijiang and Dongjiang terminals. The time saved depends on the stuffing date, the slot and the declared data all matching.

What Anxin does: We fix the stuffing date against the vessel's DG cut-off first, then book the entry slot, and check that the declaration, the packing certificate and the container number agree before the truck leaves, so the box is not diverted to an inspection yard for a data mismatch.

  2. Origin port

Winter ice at the Haihe mouth

Sea ice forms every winter in the Bohai Sea, and the Haihe estuary at Tianjin is among the severe areas. In winter 2021/22 China's national marine forecast centre expected the peak ice period from mid-January to mid-February, with floating ice reaching about 5 nautical miles out in Bohai Bay. Ice and cold spells slow port operations around the Chinese New Year shipping peak.

What Anxin does: For January and February sailings from Tianjin we add slack between stuffing and the DG cut-off and confirm the vessel's berthing window with the carrier the week before loading.

  3. Sea corridor

North-east monsoon winds in the Taiwan Strait

Routes from northern China to Saigon Port go through the Taiwan Strait, whose funnel effect makes winds 1-2 Beaufort levels stronger than outside. In winter and spring the north-east monsoon brings force 7 or more on about two-thirds of days, which is hard on a load that has not been braced.

What Anxin does: We ask for blocking and bracing photos before the container is closed in Tianjin, checked against the CINS stuffing guidance for lithium batteries.

  4. Import country

Manifest and DG declaration 12 hours before arrival

Since 15 August 2025, Decree 167/2025 requires the e-manifest, bill of lading data and dangerous goods declaration to reach Vietnam Customs 12 hours before the ship arrives when the voyage is shorter than five days, or 24 hours before on longer voyages. From Tianjin the short limit usually applies, so the DG data must be final at booking.

What Anxin does: We send the carrier the full DG description with the booking, so the Vietnamese filing can go in on time without corrections.

  5. Import country

Phone, tablet and laptop batteries need QCVN 101 conformity

Lithium batteries for mobile phones, tablets and laptops fall under Vietnam's QCVN 101. Before sale, the importer must register them for state quality inspection, test them and declare conformity, so a consignment for Saigon Port can wait in the port until that is done.

What Anxin does: For consumer batteries we ask the importer to start the QCVN 101 registration before the goods leave Tianjin, using test data from the manufacturer.

Documents & compliance

What to have ready: Tianjin to Saigon Port

These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

At the Tianjin end

  • Stuffing date, port-entry slot and DG cut-off at Tianjin agreed in that order
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)
  • Container packing certificate signed by a certified packing inspector after supervised stuffing
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)

For the shipping line

  • DG acceptance confirmed for a back-up vessel in typhoon months
  • Lithium battery mark (SP188 cargo) or class 9 labels and placards
  • Condition statement: new, used, damaged/defective (SP376) or for recycling (SP377)

For import into Vietnam

  • QCVN 101 registration started for phone, tablet or laptop batteries
  • Importer's EPR registration for battery volumes

Match the details first

We line up UN numbers, model names and package counts across the Tianjin filings, the booking with the carrier and the documents for Vietnam before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Saigon Port.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Tianjin → Saigon Port: questions we are asked

Producers and importers, who must recycle or contribute to the Vietnam Environment Protection Fund under Decree 05/2025.

It waits or moves to the next vessel. The dangerous goods declaration has to be refiled for that vessel, which is why we check DG acceptance for a back-up sailing in typhoon months.

Tianjin Customs offers a 'supervised factory loading, direct loading on port arrival' model: stuffing is supervised at the factory, the box enters the port in a booked slot and is loaded directly. Whether a given shipment can use it depends on the customs arrangement for the exporter and the port slot; we check both when you book.
